-5 - <br />Committee is that connection of Hwy. 96. The follow-up question is connecting to <br />what? The answer is connecting to the tails in Shoreview, White Bear Lake and <br />future development at the TCAAP property. Adam Parker, previous chair of Trails <br />Committee, did some analysis. Arden Hills park dedication requirement is at least <br />10% of the property that is for sale. They have about a '/ of the total area for sale. <br />The north and west area is the closest to New Brighton the eastern most side that <br />borders Shoreview is to remain an open preserve. There will be public meetings <br />with the City of Arden Hills. Our Trails Committee believes the resolution states, <br />for the residents in New Brighton, that we care about the connections to our <br />neighbors. <br />In February Strub had an e-mail exchange with Mayor Jacobsen. Strub stated, as a <br />resident, he expressed to the Mayor he had been reading about the TCAAP issue <br />in the paper and wondered what we (New Brighton) are doing about it. <br />Strub shared that the Mayor made mention of the long and beneficial relationship <br />with the United States Army on remediation of ground water contamination from <br />the TCAAP site. Strub stated that the issue of contamination illustrates his point <br />on how what happens in Arden Hills can have a negative impact on neighboring <br />cities. Strub said Mayor Jacobsen concluded his remarks by saying it would be far <br />better if they (the two cities) would compliment each other (Strub took that to <br />mean develop in the Northwest Quadrant and the development happening in the <br />TCAAP site). Strub stated he did not want to speak for the Mayor's endorsement <br />of the Trails Committee resolution but he recognized in this e-mail <br />communication that there is a relationship between the two cities. <br />Strub said the Trails Committee really felt strongly about this resolution on <br />connectivity of trails and this will have a long-standing impact for New Brighton <br />residents. <br />Frischman stated she likes the resolution. <br />Trevorrow felt the resolution does a good job of covering the points we are <br />concerned about. <br />Norton felt it is important that we make a statement now so that at some point in <br />the future we do not regret that we never said anything. It is a very important <br />piece. It makes a formal statement on how it impacts our City. <br />Harreld felt it is really important. She would like to see the Council adopt the <br />resolution and give staff direction to participate in the meetings and open houses <br />regarding this. <br />• Strub stated Adam Parker pointed out there is a multi jurisdictional meeting on <br />April 10. He read it in the paper. He hopes our Mayor or elected officials will be <br />present. There is a public meeting on April 20a'. <br />
