Frischman stated that because the Council made the recommendation to keep the trail where it is, <br />is Grant Wyffel's going to get bids or soil borings for this new location. Marten's stated that we <br />• want to bid both projects; the 694 bridge and the trail together. The bridge has been the delay. <br />Frischman stated that if the soil needs to come out, she is worried about receiving the grant <br />money in the timeline allotted. If we receive an estimate on the Hansen path, do we then have to <br />have another public hearing? How long do we have? <br />Jason West, Assistant Parks and Recreation Director stated we have 2 years to receive the money <br />after the start of the project. <br />Frischman wants to make sure we are in communication with Grant Wyffels and MNDOT when <br />the information is received from them. <br />Marten's commented that we will need Council approval. <br />Breuer stated we will let the Parks, Recreation and Environmental Commission know when it is <br />going to Council. <br />Frischman stated that staff and the Parks, Recreation and: Environmental Commission had the <br />same recommendation. Council did not go along with the recommendation. She wants to make <br />sure that the efforts of staff and the project are not lost. <br />Breuer wanted to point out that other Commissions do not receive approvals on all their <br />• recommendations either. This Commission was considering fiscal responsibility in choosing the <br />plan they chose. The Council made the decision that they wanted to spend the money to correct <br />the soil. <br />Strub inquired if a green roof was considered for the FSC. Martens stated it is not on the table. <br />Breuer stated it was not in the bid or design. Green roofs are new; some have experienced <br />problems with mold. <br />Trevor -row asked how many have been through the doors at the FSC this year. Martens <br />commented that, for this year we had 339,800. We are down from last year (he believes it was <br />359,000) because we no longer have the charter school here. Our highest week was about 9,000 <br />and the lowest about 3,000. <br />Martens mentioned we will be closing the FSC from September 7-10 for cleaning <br />There was discussion about the library coming in to the FSC. Breuer stated the portion that the <br />library would be using is the lower level. They would like to be in the beginning of 2011, but that <br />would be on the fast track. We are still looking for a tenant for this building. <br />The library folks see themselves as a retail business. <br />VIII. New Business <br />A. Trails Committee Resolution — Commissioner Strub <br />• Strub stated there is a memo and resolution in your packets. At the Trail <br />Committee meeting they passed this resolution and would like the Parks, <br />Recreation and Environmental Commission to either pass this resolution or <br />something similar. The Trails Committee focus is on connectivity. Connecting <br />trails within our City and with our neighbors. The major focus of the Trails <br />
