April 27,2010 Page 3of7 <br />City Manager Dean Lotter reported the City has participated financially for a number of years <br />ith Community Partners with youth, and this agreement would formalize the relationship <br />ween the City and CPY. Jennifer Mayotte; Executive Director of Community Partners with <br />Youth explained CPY offers after school and summer care for at -risk and low income children in <br />the community. CPY has been operating since 1997, and has experienced steady growth, <br />currently serving 470 children. CPY offers a variety of direct services including, healthy snacks, <br />meals, tutoring, homework assistance, as well as opportunities for recreation and social exercises. <br />Ms. Mayotte reported about 96% of the students are in need of a scholarship. <br />2000 was reported as the year of peak juvenile crime at Polynesian Village, with 67 incidents <br />occurring, a reduction of 89% was achieved with help from CPY, the City and Poly Partners. <br />Ms. Mayotte introduced board members Judy Hill and Dee Polacek, City Manager Lotter <br />reported both he and Councilmember Samuelson serve on the CPY board as well. <br />Councilmember Bauman questioned the hours of operation, and if there is any requirement for <br />parental volunteers. Ms. Mayotte replied volunteering is not required, but always welcomed. <br />Councilmember Bauman asked where the majority of the students are from, and what the age of <br />the greatest attendance is. Ms. Mayotte replied students grade k-8 are all equally served, about <br />1/3 of those are residents of Polynesian Village. Councilmember Bauman requested and annual <br />report. Ms Mayotte reported one of the stipulations of the agreement will require an annual <br />report. Councilmember Bauman was not in agreement with the City contributing when the <br />whole City is not being served. <br />Councilmember Phillips suggested two amendments to the agreement: <br />1.) Section 3d2 - 12,000 be adjusted annually as approved by the City Council. <br />Section F2 - stricken <br />ouncilmember Samuelson reported she was on the Council when CPY began, and feels the City <br />should continue to support the program. <br />Councilmember Burg stated she is support of investing in youth on the local level. <br />Councilmember Burg reported the statistic that every $1 spent on prevention, saves $4-$7 on the <br />corrective side. <br />Motion by Councilmember Phillips, seconded by Councilmember Burg to accept the <br />agreement with the amendments suggested by Councilmember Phillips. <br />Councilmember Bauman suggested CPY enables parents not to parent, and that is why the <br />program has grown, because of the parent's lack of responsibility, and suggested parental <br />volunteerism should be made a requirement. Ms. Mayotte explained there are opportunities for <br />parent's to participate, but there has been no success in engaging most parents. Ms. Mayotte <br />stated CPY is not an organization about parent education, but an organization that provides after <br />school and summer care for children. <br />There was discussion between the councilmember's regarding the term of the agreement.
