So, one might conclude that any use specially pemritted in the
business district may be specially permitted in the 1-1 district Section 5-240(6) and (7) of the B-
3 district notes automobile sales ad automotive services as a specially permitted use. While
moped scooters are not aummotives in the traditional sense, they fit best into this category and
are thus permitted by special use ponat in the 1-1 district.
Because the applicant intends on inhabiting an existing space, many of the normal Sim Plan or
Special Use Permit criteria are mut applicable (so& as setbacks, FAR, etc.). Staff reviewed the
following relevant elements with regard us this request:
Parkin¢
Zoning Code Section I I-030(3) (K) provides the following ratim for determining off street
puking regairements:
6 minimnmm+ 1 for every 500 SF over 1,000 SF+2 / service bay+ 1 / employee
Based on the applicant's use of the property this equate m the foLLowing:
6+2+2+1= 11 stalls
The property, owner, Roseville Properties, has indicated in the narrative provided Nat the
property will be puked at a 6/1,000 ratio. The tenant space is 2,400 SF, equating m 14 stalls
provided for this business. It is also worth noting that more then one scooter can be parked N a
parking stall and the overhead door on the rem of the building will provide for them dryuate
parking indoors atom. Thus, staff finds the business will be adequately parked.
Outdoor Smraee/Sciumine
Zoning Code Section 6-390(3) provides for screening requirements when an industrial use is
adjacent to a residential use. Being this is an existing site this requirement can sometimes be
burdensome for a new terrain. The applicant wishes to store to more then 7 scooters at any given
time outdoors during business hours. These scooters would be taken idoors at night. Also, Ne
applicant has indicated the business would be closed Sundays and Mondays so nothing wound be
stored outdoors during Nose days.
