%01 <br />�G M <br />Or ria v that works fiw yrrj <br />Memo <br />To: Dean Lotter, City Manager <br />From: Sandy Breuer, Parks and Recreation Director <br />Subject: Service Levels — Parks and Recreation <br />Date: May 25, 2010 <br />The following information is for the Council work session on June 1, 2010 <br />The Parks and Recreation Department offers over 250 programs. When a <br />Recreation Supervisor left in June 2009 we absorbed nearly all of the programs <br />being managed by this employee; cutting only four programs (two senior dances, <br />flu shot clinic and Easter Bunny breakfast). With the loss of the second <br />Recreation Supervisor in October 2009, staff has continued to maintain all those <br />programs. In addition the department lost the City Forester to retirement in <br />September of 2009 and staff has continued to offer the same services. <br />Parks and Recreation staff have developed a short term plan that relies on the <br />current full-time staff working additional hours and taking on added <br />responsibilities along with taking advantage of staff that are available for the <br />summer. In addition some permanent part-time employees are working <br />additional hours to cover the current work load. This short term plan is not <br />sustainable and as we have gotten busier with spring and summer programs, it is <br />clear that services need to be cut to match the staffing level that exists. <br />The department is looking at this as a process that will need to be developed <br />over time; there is no quick fix. This means that we will only be discontinuing <br />some programs now, but we will need to continue in this process as we lose our <br />summer staff. This is a band-aid at best, but will allow us to offer most of the <br />already scheduled summer programs. <br />In allocating less funding for the Guest Services, Sales and Communication <br />Supervisor (formally a Recreation Supervisor position) we had to change the <br />responsibilities of this position to meet the lower pay grade. We are looking to <br />downgrade this position and hire some type of Reservation Clerk from <br />September -May to cover the calls/walk-ins associated with the scheduling of all <br />H:Service Levels M..do <br />
