Staff has visired the site and finds there is Periled visibility of the parking lot (where tbe scooters <br />would be displayed) from the manufactured home pork to the adjacent south This is due to <br />existing velocities and a gods difference. Staff also finds it is not possible to screen the <br />scooters on display from Old Highway 8 SW because the purpose of the outdoor display is to <br />gain visibility. Staff would support the outdoor display if the scooters were in gond repair, never <br />exceeded 7 at any given time, are confined to the front parking lot area and were contained in a <br />small area, any three parking spaces. Staff would also advise that no signs, burners, steamer, <br />or the like are allowed to be displayed in the outdoor display area. The Planning Commission <br />may want to further discuss the appropriateness of the outdoor display component of this <br />business and determine is indoor conditions should/could be imposed. <br />S rose <br />The applicant intends to use the wall sip currently displayed on ted building above the easterly <br />tenant door. This sign is in compliance with Zoning Code standards; however ted applicant must <br />obtain a Permanent Sign Permit in advance of replacing the sign panel. <br />Conditionn <br />In addition to the above issues, pricing Code Section 8-130 stores that no special use shall be <br />mmended by rhe Planting Commission unless the following findings are made (staff <br />responses in italics): <br />a That doe establishmeu; mainumance, or operations of the special use will not be detrtnmml <br />to or endanger the public berth, safety, morals, comfort of the passed public. <br />The establishment of this business should have little impact, jarty, on the public health, <br />safety, words, and comfort of the general public. All the undesirable pieces of the business, <br />costly the repau, will be conducted indoors. Also, repair of scooters should be much less <br />Person than the typical automobile repair. Addidondly, stafiffeeu adequate conditions can <br />be placed on the outdoor display jramdon including no overnight or rmn-business hours <br />display and the prohibition ay -displaying signs, banners, screamers, etc. <br />b. net the special use will not be injurious to the use and enjoyment of other property in the <br />immediate vicinity for the purposes already permitted, now substantially dimioisb and impair <br />Property values within the neighborhood. <br />The proposed business will be conducted within an established industrial pink and near <br />other industrial businesses. Some multi j ily residential uses exist m the south and east, <br />across Old Highway 8. Based on the sales and repair being limited to scooters, staff <br />suspects use and enjoyment should trot be impacted. While outdoor display is proposed <br />which could i met adjoinho properdey the duplay, is minimal in that it will net exist 24 <br />and will be conditioned to control aesthetic. Lastly, as of the date of this report no public <br />Inquiries have been received. <br />c. Tbat rhe establishment of the special use will act impede the normal and orderly <br />development and improvement of the surrounding Property for uses pemdted in the district. <br />
