The applicam is requesting a Special Use Permit to perut operation of a motorized scooter <br />one, lease, and repair business at 833 P ST SW, Suite 96. Any type of vehicle sales ractures review mW <br />approved of a Special Use Peanut within the industrial district. The tenant space is approximately 2,400 <br />SF. The applicants proposed business includes leasing and the sale of new and used gas operated, <br />electric, and hybrid moped scanners ranging from 50cc to 300cc in size. Seasonally, up m ] scooters <br />would be displayed outdoors during business hours. Lastly, the applicant will provide scomer repair <br />services on site and during non -business bums nodung will be stored outdoors. <br />Scoff hes met with the applicant regarding this use and has indicated no similar use exists within the City. <br />This is important as it is not frilly understood what issues may be of concern related to this business. <br />SmH bas else immgwred about the applicam's intent to obtain a dealers license to sell new and used <br />scooters. The applicant bas been informed by the state they would issue the exact same license for <br />scomem as would be issued for vehicles. Staff has <br />communicated this intend m the applicant who is in agreement to a rightly conditioned Special Use <br />PemdL lastly, the applicant has been informed of Building Code regwrements than will be imposed <br />related to the repair function of the business. <br />Commissioner Nichols-Madmiti questioned the issue of rest driving; City Planner Gundlach repotted <br />Public Safety has reviewed the request and had no concems. Mayor Jacobsen questioned if a motorcycle <br />endorsement is required for the vehicles, City Plantar Cmndlach replied anything over 50 cc requires an <br />endorsement. Commissioner McPherson guesfioned the possibility of a trade in exceeding 300 cc, Ms. <br />Grndlach cowrmed they would not be licensed to sell my vehicle over 300 co. <br />Commissioner Schiferl questiomsd if hours of operation should be included in approval. Ms. Gundlach <br />stated hours of operation are typically imposed when the business is nem a residential district. <br />Commissioner McPherson questioned if !bete were any restrictions on noise.
