0 2.0 Monitorin
C
Monitoring of the area -wide LFG venting system and at the perimeter of the consolidated dump will
be conducted by the City as described in Section 2.1 below. Monitoring of the sub -slab venting
systems required for each building constructed on the eastern NW Quadrant will be conducted by
individual development block owners as described in Section 2.2.
2.1 Monitoring by City
2.1.1 Perimeter Monitoring
Monitoring of the City's area -wide LFG venting system will be conducted at the fifteen perimeter
vapor monitoring wells. The well locations were requested by the MPCA and are shown in Figure 1.
Specific monitoring details are presented in Section 5.1.2 of the RAP. The monitoring results will be
assessed following the blue portion of the decision tree shown on Figure 2.
Barr will conduct the initial monitoring on behalf of the City and will then train City engineering
staff on the field instrumentation used to conduct the monitoring. The long-term monitoring will be
conducted by City staff. The process of training City engineering staff to conduct long-term routine
operation and monitoring efforts has been successfully implemented by the City as part of a similar
long-term effort to operate, maintain, and monitor their water supply treatment system that addresses
groundwater impacts related to the Twin City Army Ammunition Plant (TCAAP) plume.
Training for the City's engineering staff will include operation, maintenance, and calibration of the
field monitoring instruments, worker right -to -know and safety requirements for conducting the
monitoring, and contact information for reporting the monitoring results (see Table 1 for current
contact information).
2.1.2 Area -wide Passive LFG Venting System Monitoring
Monitoring will be conducted in the ambient air under the vents for the area -wide passive LFG
collection system. Specific monitoring details are presented in Section 5.1.2 of the February 2008
RAP. The monitoring results will be assessed following the orange portion of the decision tree
shown on Figure 2. Barr will conduct the initial monitoring on behalf of the City and will then train
City engineering staff on the field instrumentation used to conduct the monitoring. The long-term
monitoring will be conducted by the City as outlined in Section 2.1.1.
P:\Mpls\23 MN\62\2362489\WorkFiles\Eastern RAP 2008\LFG CAP\Revised March 2009 CAP\LFG Contingency Action Plan
Revised March 2009.doc
