Call to Order <br />The meeting was called to order at 6:30 p.m. by Chair Norton. <br />II. Roll Call <br />Present: Commissioners Frischman, Harreld, Heinrich, Jacobsen, Norton, Strub Council <br />Liaison Burg, <br />Also Present: Parks and Recreation Director Breuer <br />Absent: Commissioner Trevorrow <br />III. Minutes of April 7, 2010 <br />MOTION BY HEINRICH, SECONDED BY STRUB, TO ACCEPT THE APRIL 7, 2010 <br />PARKS, RECREATION AND ENVIRONMENTAL COMMISSION MINUTES AS <br />PRESENTED. MOTION CARRIED. <br />IV. Trails Committee Update — Brian Strub; Chair <br />Stub stated the Trail Committee had a guest speaker, Connie Bemardy from Active Living <br />Ramsey Communities. Connie gave an update on the connectivity of trails and maps that the <br />County has worked on. They are online. The Trails Committee shared with her about New <br />Brighton trails and connectivity that she was taking notes on. There is a meeting on Thursday, <br />May 20"i, hosted by Ramsey County Communities, 6-8pm at Falcon Heights. They will be <br />. discussing, trails, maps, GIS. The Trails Committee meets monthly. They encourage anyone <br />interested to attend. <br />V. Correspondence <br />A. Council Report — Council Member Mary Burg <br />Burg mentioned that not much is happening in the NWQ development. The State <br />changed some rules on how you can use TIF money. They are allowing <br />communities to use a certain portion to spur development. In our community, it <br />totals about 2.2 million dollars. It encourages a developer to come in a start a <br />project. A project would need to start (digging) by the end of next July. The <br />Council looked at some wonderful developments in the Twin Cities. There is not <br />good financing available at this time. New Brighton has a great location, incentive <br />money, maybe adjustment on the land to try to get a project started. We have a <br />short amount of time but we are optimistic for this project. <br />Burg stated there was a meeting last night about Fleet/Non-Fleet. Discussing how <br />we will pay for all the Capital projects that we have not budgeted for. We are <br />working on a policy that we can follow so we can pay for things like the new <br />carpet and the roof. Would like to add some numbers that will help us fund things <br />out into the future. It is a big project for staff. <br />Heinrich asked if it was the west side of the Northwest Quadrant that you are <br />proposing for development. Burg said the high density housing would not go in on <br />the east side. We had asked for some stimulus money, to help with the east side <br />cleanup. We are still waiting on that. The west side is ready to go. <br />
