<br />Page 4 - August 23, 2005 New Brighton Council Minutes <br /> <br />I <br /> <br />9. Small engine display and demonstration shall be the only activity allowed on <br />the grass in the "garden shop" as depicted on the August 18, 2005 site plan; <br />except for small engine machinery, no for sale or storage of any items shall be <br />allowed on the grassy area. <br />10. Items within garden sales area shall not be stacked above the fenced area nor <br />be visible from Old Highway 8 NW. <br />11. Outdoor "Garden Shop" area can include power equipment, shrubs, fountains, <br />bagged materials such as soils and manure, mulches, trees, and small utility <br />sheds located against wall which shall not exceed 120 sq. ft. <br />12. The Garden Sales area shall be wholly contained by a fence; arborvitae shall <br />be densely planted for screening of this area. <br />13. Trees over 6 feet may extend above the screening. <br />14. The applicant shall submit plans to be approved by the City Planner for all <br />seasonal sales events. . <br />15. Direct staff to call for a Public Hearing for an ordinance amendment on <br />September 13, 2005. <br /> <br />5 Ayes - 0 Nays, Motion Carried <br /> <br />Mr. Beisswenger questioned item #9 of the conditions; if this precluded everything <br />Iher than power equipment. <br /> <br />he City Planner explained that the City is within its rights to limit outdoor sales, <br />stating that this is currently the only outdoor sales area in the City. <br /> <br />Grant Fernelius-Director of Community Development suggested that primary reason <br />for limiting use is for esthetic reasons. <br /> <br />Matt Fulton explained that this provision protects the City in the future. <br /> <br />Council Member Burg questioned the process for discussion following a vote. Mayor <br />Larson explained that the vote could be amended. <br /> <br />Mr. Beisswenger explained that items will be displayed appropriately and he would <br />prefer some leeway in his planning. <br /> <br />2. Consideration of a site plan review to expand the existing parking lot for <br />the Crossroads of New Brighton at 2287 Palmer Drive. Report No. 190. <br />Resolution No. 05-070 <br /> <br />the City Planner gave a brief presentation of the proposed expansion. It was <br />nanimously approved by the planning commission. <br /> <br />Council Member Moore-Sykes questioned the lot coverage restrictions, the City <br />Planner stated that was not a concern. <br /> <br />2. Consideration of a site <br />plan review to expand the <br />existing parking lot for the <br />Crossroads of New <br />Brighton at 2287 Palmer <br />Drive. ReP:l1t No. 190. <br />
