% B MOKI If FON
the City that works for you
Report Number
Agenda Section
Council Meeting Date
REQUEST FOR COUNCIL CONSIDERATION
10-183
VI -4
August 11, 2010
ITEM DESCRIPTION: Resolution Electing to Continue Participating in the Local Housing Incentives Account
Program Under the Metropolitan Livable Communities Act, Calendar Years 2011 through 2020.
DEPARTMENT HEAD'S APPROVAL: Grant Fernelius, Community Development Director
QW'
CITY MANAGER'S APPROVAL:
Comments attached
Recommendation: Adopt the attached Resolution, electing to continue participating in the Local
Housing Incentives Account Program under the Metropolitan Livable Communities Act and
acknowledging the City's fair share of the region's affordable and life cycle housing needs.
Legislative History: October 24, 1995: The City Council adopted Resolution 95-99 electing to
participate in the Local Housing Incentives Account Program under the Metropolitan Livable
Communities Act, beginning in calendar year 1996.
Financial Impact: As has been required since 1996, the City must spend or agree to spend or distribute
to the Local Housing Incentives Account the required Affordable and Life -Cycle Housing Opportunities
Amount (ALHOA) for each year the municipality participates in the Local Housing Incentives Account
Program. The City has received credit for its investments in the Northwest Quadrant to satisfy this
requirement. Last year the City's required ALHOA amount was $59,581, which was spent towards
clean-up in the Northwest Quadrant that will ultimately result in both affordable and life cycle housing
units.
Explanation: Since the Livable Communities Act (LCA) of 1996, the City has acknowledged its fair
share of needed affordable and life cycle housing units through participation in the LCA Local Housing
Incentives Account. The goals established in 1996 were valid through 2010. Should the City wish to
participate in calendar years 2010 through 2020, the Metropolitan Council has identified both affordable
and life cycle housing goal ranges. Those goal ranges are: A) affordable housing units of 89-137 units,
and B) life cycle housing units of 135-400 units. Participation in the LCA Local Housing Incentive
Account and acknowledgment of these housing goals, including a commitment to expend dollars to
achieve these goals, is on a voluntary basis. To make official the City's decision to continue
participation in the LCA, the Metropolitan Council is asking the City to adopt these new affordable and
life cycle housing goal ranges by passing a resolution (see attached).
City staff sought additional information from the Metropolitan Council regarding the city's commitment
to voluntarily continue to participate in the LCA Local Housing Incentive Account (see attached email
exchange). Essentially, if the City chooses not to continue participation in the program the City will no
longer be eligible to receive various grant monies distributed by the Metropolitan Council. Since 1996,
the City has received $3,082,250 in LCA grants.
The following are attached for reference purposes: A) Resolution, B) 6/25/2010 letter & attachments
from the Metropolitan Council, C) City staff email exchange w/Metropolitan Council staff.
