of <br />EW <br />'b'WrON <br />the city that works for you <br />Council Worksession <br />July 6, 2010 <br />5:30 <br />• PREC Commissioner Status <br />• Billboards — Council to Consider a Policy Change <br />• Residential Programs — Housing Stabilization; Garage Door Monitors <br />Present: Mayor Jacobsen <br />Councilmember Burg <br />Councilmember Phillips <br />Councilmember Samuelson <br />Councilmember Bauman <br />The meeting began at 5:30 pm <br />PREC Commissioner Status — Council discussed concerns over comments made by a <br />PREC Commissioner at the Town Hall Meeting last May. The City Manager was <br />instructed to write a letter to the commissioner for the Mayor to sign explaining the <br />problem and what to do to improve. <br />Billboards — Council to Consider a Policy Change — Council discussed changing their <br />policy on billboards. Clear Channel has expressed a desire to keep their billboard along <br />135W by the Transoma building. The billboard is currently a static billboard. Council <br />directed staff to suspend enforcement action against Clear Channel pending a discussion <br />with the current owner of the Transoma site to determine their willingness to amend the <br />development contract. <br />Residential Programs — Housing Stabilization; Garage Door Monitors - Staff presented <br />information about a variety of challenges occurring in the city with regards to housing <br />maintenance and foreclosure issues. Council directed staff to review Shoreview's <br />program and report back to Council. <br />Other items: Councilmember Phillips recommended that the Council put the PREC <br />commission back to nine seats instead of seven. He suggested combining the Trails <br />Committee and the PREC commission. A majority of Council agreed to offer sitting trails <br />committee members the opportunity to apply to fill the two vacant seats as well as <br />advertising the vacancies. Councilmember Phillips suggested reviewing the applications <br />at the August 11 `h meeting. <br />The meeting ended at 7:25 pm <br />
