of EW 'b'WrON the city that works for you Council Worksession July 6, 2010 5:30 • PREC Commissioner Status • Billboards — Council to Consider a Policy Change • Residential Programs — Housing Stabilization; Garage Door Monitors Present: Mayor Jacobsen Councilmember Burg Councilmember Phillips Councilmember Samuelson Councilmember Bauman The meeting began at 5:30 pm PREC Commissioner Status — Council discussed concerns over comments made by a PREC Commissioner at the Town Hall Meeting last May. The City Manager was instructed to write a letter to the commissioner for the Mayor to sign explaining the problem and what to do to improve. Billboards — Council to Consider a Policy Change — Council discussed changing their policy on billboards. Clear Channel has expressed a desire to keep their billboard along 135W by the Transoma building. The billboard is currently a static billboard. Council directed staff to suspend enforcement action against Clear Channel pending a discussion with the current owner of the Transoma site to determine their willingness to amend the development contract. Residential Programs — Housing Stabilization; Garage Door Monitors - Staff presented information about a variety of challenges occurring in the city with regards to housing maintenance and foreclosure issues. Council directed staff to review Shoreview's program and report back to Council. Other items: Councilmember Phillips recommended that the Council put the PREC commission back to nine seats instead of seven. He suggested combining the Trails Committee and the PREC commission. A majority of Council agreed to offer sitting trails committee members the opportunity to apply to fill the two vacant seats as well as advertising the vacancies. Councilmember Phillips suggested reviewing the applications at the August 11 `h meeting. The meeting ended at 7:25 pm
