NEW BRIGHTON PARKS, RECREATION, AND ENVIRONMENTAL COMMISSION <br />MINUTES <br />%6BRKUM July 7, 2010 <br />the city plat units Rx mm (Minutes in their entirety are kept on DVD at City Hall) <br />L Call to Order <br />The meeting was called to order by Chair Norton at 6:30 p.m. <br />IL Roll Call <br />Members Present: Commissioners Harreld, Heinrich, Jacobsen, Norton, Strub, Trevorrow, <br />Council Liaison Burg and Director of Parks and Recreation, Breuer. <br />Members Absent: Commissioner Frischman <br />Also Present: City Attorney, Charlie LeFevere; Assistant Director of Parks and Recreation, <br />Jason West; Recreation Supervisor, Patrice Atkinson; Facilities Manager, Brad Martens; Council <br />Member David Phillips; resident, Lisa Taft; resident, Andrew Taft; resident, Bruce Karkula. <br />111. Minutes of June 2, 2010 <br />MOTION BY HEIRICH, SECONDED BY TREVORROW, TO APPROVE THE MINUTES OF <br />JUNE 2, 2010 AS SUBMITTED. MOTION CARRIED. <br />IV. New Business <br />A. Open Meeting Law <br />Charlie LeFevere spoke to the Commission on the Open Meeting Law. <br />LeFevere first gave information on complying with the meeting law and then gave <br />information about what constitutes a meeting. <br />Some handouts were given to Commissioners: <br />1. Copy of the Open Meeting Law <br />2. Excerpt from the League of Minnesota Cities Handbook <br />3. Risk Management Open Meeting Law Defense Coverage <br />4. Electronic Communications between Council Members <br />5. Letter from Charlie LeFevere to Dean Lotter <br />B. Geese Removal/Mitigation <br />Norton stated discussion on this item is related to next year (2011) and discussion <br />will be focused on the timeline. This is a public process and not a public hearing <br />so those present to hear discussion on this topic will not have the opportunity to <br />address this today. There may be a public hearing in the future and that meeting <br />will give an opportunity for everyone to discuss what the issues are. <br />Breuer stated the Council has charged PREC with two items, service level cuts <br />and geese mitigation plan. Service level cuts are on a timeline because of the <br />brochure's timeline. The Sub Committee put together a service level timeline <br />which is in your packet. The goose removal item does not need decisions until <br />April of next year, therefore she would like to stick to discussion of the service <br />levels timeline at this time. The Sub -Committee on service level cuts would like <br />to wrap this up by September 7cn <br />Breuer stated the latest she would like geese information together is by the March, <br />2011 Council meeting. <br />Resident, Lisa Taft, 320 Wyndham Circle West in New Brighton, stated they have <br />been gathering information and would love to have the opportunity to give the <br />Commission these written materials. <br />
