NEW BRIGHTON PARKS, RECREATION, AND ENVIRONMENTAL COMMISSION MINUTES %6BRKUM July 7, 2010 the city plat units Rx mm (Minutes in their entirety are kept on DVD at City Hall) L Call to Order The meeting was called to order by Chair Norton at 6:30 p.m. IL Roll Call Members Present: Commissioners Harreld, Heinrich, Jacobsen, Norton, Strub, Trevorrow, Council Liaison Burg and Director of Parks and Recreation, Breuer. Members Absent: Commissioner Frischman Also Present: City Attorney, Charlie LeFevere; Assistant Director of Parks and Recreation, Jason West; Recreation Supervisor, Patrice Atkinson; Facilities Manager, Brad Martens; Council Member David Phillips; resident, Lisa Taft; resident, Andrew Taft; resident, Bruce Karkula. 111. Minutes of June 2, 2010 MOTION BY HEIRICH, SECONDED BY TREVORROW, TO APPROVE THE MINUTES OF JUNE 2, 2010 AS SUBMITTED. MOTION CARRIED. IV. New Business A. Open Meeting Law Charlie LeFevere spoke to the Commission on the Open Meeting Law. LeFevere first gave information on complying with the meeting law and then gave information about what constitutes a meeting. Some handouts were given to Commissioners: 1. Copy of the Open Meeting Law 2. Excerpt from the League of Minnesota Cities Handbook 3. Risk Management Open Meeting Law Defense Coverage 4. Electronic Communications between Council Members 5. Letter from Charlie LeFevere to Dean Lotter B. Geese Removal/Mitigation Norton stated discussion on this item is related to next year (2011) and discussion will be focused on the timeline. This is a public process and not a public hearing so those present to hear discussion on this topic will not have the opportunity to address this today. There may be a public hearing in the future and that meeting will give an opportunity for everyone to discuss what the issues are. Breuer stated the Council has charged PREC with two items, service level cuts and geese mitigation plan. Service level cuts are on a timeline because of the brochure's timeline. The Sub Committee put together a service level timeline which is in your packet. The goose removal item does not need decisions until April of next year, therefore she would like to stick to discussion of the service levels timeline at this time. The Sub -Committee on service level cuts would like to wrap this up by September 7cn Breuer stated the latest she would like geese information together is by the March, 2011 Council meeting. Resident, Lisa Taft, 320 Wyndham Circle West in New Brighton, stated they have been gathering information and would love to have the opportunity to give the Commission these written materials.
