Community Development <br />Community Development is responsible for community planning, the development and <br />maintenance of the City's Comprehensive Plan, permits related to codes, administration of the <br />• zoning and subdivision ordinances, building inspections, and code enforcement. The Community <br />Development Department consists of a Community Development Director, City Planner, GIS <br />Specialist, Building Official, Code Enforcement Officer, and a Building Inspector. <br />The Community Development is responsible for the following areas: <br />• Reviewing, updating, and amending the City's comprehensive plan; <br />• Review and enforce the City's zoning ordinances; <br />• Review individual projects to ensure consistency with the City's comprehensive plan, <br />zoning ordinances, and other land uses. <br />• Coordination of local plans and programs with those of other public agencies. <br />• Review land use applications to ensure conformity with the City's comprehensive plan. <br />• Ensure residential and commercial compliance with building codes and code enforcement <br />issues. <br />Finance <br />The Finance Department provides accounting services for all city departments. This department <br />administers the payroll and related personnel activities. The Finance Department is responsible for <br />reporting and managing the fiscal affairs of the City of New Brighton and is committed to <br />generating reliable financial information that is in accordance with generally accepted accounting <br />principles. This department is responsible for revenue collections, disbursements, investments, <br />kutility billing, elections, preparation of the annual budget, and financial statements of the city. The <br />Finance Department consists of a Finance Director, Assistant Finance Director, Accountant II, <br />Accountant 1, Accounting Clerk, Deputy Clerk/Office Assistant, and a License Bureau Clerk. <br />• <br />The Finance Department is responsible for the following areas. <br />• Providing accounting services for all City departments. <br />• Administering payroll and payroll related activities. <br />• Facilitating the process to prepare the annual budget for Council approval. <br />• Performing cash management duties, including maintaining the City's investment portfolio. <br />• Performing debt management responsibilities. <br />• Managing accounts payable, accounts receivable, payroll, and utility billing. <br />• Recommending and implementing internal controls. <br />• Maintaining risk management activities, including the procurement of insurance. <br />• Administering long-term financial planning and objectives for the City, including capital <br />budgeting and reserves. <br />• Administering all elections for the City. <br />• Performing the statutory duties of the City Clerk. <br />17 <br />
