CITY DEPARTMENTS <br />ORGANIZATIONAL ROLES AND RESPONSIBILITES <br />Wity Manager <br />The City of New Brighton is a Plan B form of government which is known as the council-manager <br />plan. The City Manager is the chief administrative officer of the City under the direction of the <br />Council who advises the Council in matters of general policy, personnel, budget, and procedure. <br />This position is responsible for the daily administration and coordination of all City affairs in <br />accordance with City Code, ordinances, resolutions, and directives from the City Council and for <br />administration of financial functions of the City. The City Manager directs all municipal operations <br />including, but not limited to coordination and facilitation of all City Council meetings. The City <br />Manager is ultimately responsible for the day-to-day management of the City and the <br />implementation of all policy directives made by the City Council. In addition, the City Manager is <br />responsible to: <br />• Facilitate effective public relations. <br />• Ensure that public services are effectively provided. <br />• Ensure all complaints are effectively handled. <br />• Direct communication to keep the public informed. <br />• Represent the City in local, regional, and state meetings. <br />• Function as delegated by the City Council. <br />• Provide telephone and in-person assistance to residents and customers. <br />• Ensure effective management and utilization of all physical assets. <br />• Ensure efficient use and proper care of all existing assets. <br />•• Develop and maintain an inventory of all physical assets. <br />• Monitor for replacement or upgrading of equipment and other assets. <br />• Perform Council administrative work and implement Council decisions. <br />• Provide reports, recommendations and advice as appropriate. <br />• Evaluate the operations and recommend changes in the organizational structure. <br />• Cooperate with other governmental units and municipalities. <br />• Draft City ordinances, resolutions, and policies for Council approval. <br />Assistant to the City Manager <br />The Assistant to the City Manager assists and reports directly to the City Manager. This position <br />focus is primarily project orientated, personnel/human resource functions, supervision of the <br />City's office staff personnel, information technology, local cable broadcasts, and the City's safety <br />program. This position will serve as acting City Manager as directed by the City Manager and/or <br />appointed by the City Council. <br />Administration Department <br />The Administration Department is responsible for executing the policies adopted by the City Council <br />and provides for the general management of the City. The Administration Department is responsible <br />for personnel, compensation and benefits administration, labor relations, communications, <br />Information Technology, policy research and implementation. The Administration Department <br />consists of the City Manager, Assistant to the City Manager, IT Coordinator, IT Technician, and Office <br />*Assistants. <br />16 <br />
