Consideration of Ordinances for the dissolution of the existing 14 parcel Bicentennial Storm <br />Sewer Improvement Tax District and the creation of a new 10 parcel Bicentennial Storm Sewer <br />Improvement Tax District. Report No. 10-235. <br />Director of Public Works Wyffels explained that the district was established in April 2002 to <br />fund two separate projects; the district was renewed in 2007. In December 2009 Council was <br />asked to consider revising the boundaries, as several residents were dissatisfied with the district. <br />On July 13, 2010, at a Council Work Session, staff provided information to the Council regarding history, <br />how the district boundaries were established, project funding, and the recent reluctance of some of the <br />neighbors to continue on with the district. An overview of the area depicting the water flow in the area <br />was displayed. The district consists of 14 parcels currently, with a proposed 10 parcel district (properties <br />that physically abut the pond.) The annual financial increase is estimated to be $57.00 for the ten parcels. <br />Two public hearings are proposed to be held back-to-back for ordinances related to the Bicentennial Pond <br />storm sewer improvement tax district. The first public hearing will be for an ordinance considering the <br />dissolution of the existing 14 parcel storm sewer improvement tax district. The second public hearing <br />will be for an ordinance considering the creation of a new 10 parcel storm sewer improvement tax <br />district. <br />Councilmember Phillips questioned if the levy would be approved at this meeting. City Attorney <br />LeFevere explained if a project was to be completed in 2011, the current 14 parcels would be levied; <br />however council has determined not to do a project in 2011. <br />Mayor Jacobsen opened the Public Hearing at 6:53 pm. <br />Greg Pinner, 2170 Bicentennial Ct. reported originally the district was established to address algae, <br />questioned the responsibility that may be placed on the remaining ten parcels. City Manager Lotter <br />clarified this action was only to redefine the district, not to address projects on the pond. City Attorney <br />LeFevere explained another Pubic Hearing would be held prior to any additional project being completed <br />on the pond. Mr. Pirner suggested dissolving the district, and not creating a second district. <br />Councilmember Burg stated earlier in the year a resident of the taxing district approached the council <br />asking them to reconsider the district. <br />Shelby Eckman 2170 Bicentennial Ct. stated the odor is strongest in the spring. <br />
