October 12 , 2010 <br />4. Consideration of Federal Representation Services Agreement with Lockridge Grindal Nauen.. <br />Report No. 10-230. *Moved from the Consent Agenda. <br />Councilmember Bauman requested moving the item to Council Business to provide an oppurtunity for a vote. <br />Motion by Councilmember Burg, seconded by Councilmember Phillips to Approve a Federal <br />Representation Services Agreement with Lockridge Grindal Nauen. <br />4 Ayes, 1 Nay, Motion Carried <br />Ayes: Mayor Jacobsen, Councilmembers Burg, Phillips and Samuelson <br />Nay: Councilmember Bauman <br />4. Consideration of Cancelling the City's Membership in the North Metro Mayor's <br />Association (NMMA). Report No. 10-233. *Moved from the Consent Agenda. <br />Councilmember Samuelson and Burg questioned the reason for canceling the membership, after <br />a long relationship with the North Metro Mayors Association. Councilmember Bauman stated <br />she has never felt the service has offered much of a benefit to the City. Mayor Jacobsen reported <br />the cost of membership is $10,500 annually, and those funds will be reallocated to the Parks non <br />fleet budget; a more judicious use of the taxpayer's money. Mayor Jacobsen also stated he feels <br />he has adequate options for networking with other cities; including the League of Minnesota <br />Cities. <br />Motion by Councilmember Phillips, seconded by Councilmember Bauman to approve Report No <br />10-233 authorizing a notice to cancel the cities membership in the NMMA and transfer the funds <br />allocated to the 2011 budget for Parks and Recreation non -fleet capital funds. <br />5 Ayes, 0 Nays, Motion Carried <br />Commission Liaison Reports, Announcements and Updates <br />Dean Lotter <br />City Manager Lotter reported he will be in contact with Ramsey County staff to start contract <br />negotiations for the library. <br />Gina Bauman <br />Councilmember Bauman reported she wanted to state for the record, she has never said she was <br />in favor of closing the golf coarse, and a recent study showed the golf course is a good option for <br />the City. <br />David Phillips <br />Councilmember Phillips reported he was very pleased that the library will be relocating to the <br />Family Service Center. The Planning Commission next meets October 19th at 7:00 pm. <br />Mayor Jacobsen <br />Mayor Jacobsen expressed his gratitude to the Ramsey County Library Board, and was very <br />pleased the library will be moving to New Brighton. Mayor Jacobsen reported he will be <br />volunteering on the League of Minnesota Cities planning committee. <br />Page 6 of 7 <br />
