City of New Brighton <br />Home Improvement Loan Program <br />INTRODUCTION <br />The Center for Energy and Environment (CEE) proposes to deliver a comprehensive housing <br />rehabilitation program to serve the property owners of the City of New Brighton. CEE will offer <br />eligible building owners a convenient one-stop service that will provide a comprehensive array of <br />financing. By coordinating the City's financing programs with existing CEE financing services, <br />the City can leverage additional funds and provide a more comprehensive program while <br />minimizing administrative costs. <br />CEE emphasizes a one -stop -shopping experience for the borrower. CEE will provide borrowers <br />access to a variety of financing programs with skilled guidance in making decisions and <br />completing necessary forms. CEE's financing staff will be the only contact a resident needs to <br />access the full array of financial services provided by the City, CEE, and other state and local <br />agencies. This unified approach will reduce the confusion and frustration borrowers sometimes <br />experience in dealing with financing programs. CEE staff will meet with individual residents <br />and discuss their rehabilitation needs to determine which loan program or combination of <br />financial services best fits their needs. Eligible borrowers will get straight answers, professional <br />service and the financial assistance they need. <br />At the City's request, CEE will assist with program marketing. Marketing activities will be <br />carefully coordinated with the marketing efforts of the City to insure that the program is <br />presented in a manner that gives the City visibility and best meets the program's goals. Upon <br />request, customers will receive a visit from a trained CEE housing professional who will assist <br />the borrower in identifying and prioritizing rehabilitation opportunities. Customers will then <br />meet with a CEE loan officer who will offer the customer the financing package that best meets <br />their unique needs. Borrowers will have a choice of measures to be implemented consistent with <br />the requirements of the funding sources used and with the City's goals for the rehabilitation <br />project. All rehabilitation work will comply with the code and permit requirements of the City of <br />Blaine. Upon completion, a City Inspector or a CEE staff member will inspect all work to insure <br />that funds were used for their intended purposes. <br />CEE will provide its existing loan programs for single family rehabilitation, multifamily <br />rehabilitation, single family energy-related improvements, and rental energy improvements. <br />Whenever appropriate, these loans will be packaged with the City's financing programs. <br />Although combining these financing packages may be somewhat complex, CEE will take <br />responsibility for all necessary administrative activities in order to maximize convenience to the <br />customer as well as to the City. <br />CEE will accept full responsibility for program implementation and will only be paid when loans <br />are closed and rehabilitation is completed.
