CEE proposes to provide financial services to the City through an agreement with the City based <br />on the program guidelines to be established by CEE and City staff. CEE will provide loan <br />servicing, collection services and periodic reporting to the City as required by the contract <br />guidelines. CEE will work with the City to negotiate an agreement that results in the highest <br />level of service for New Brighton property owners and the most efficient use of program funds. <br />PROPOSED PROCESS <br />Final details of the program's process and procedures will be developed in concert with City <br />staff. Based on our current understanding of the City's goals, CEE proposes the following <br />process. <br />Program Marketing <br />The City will be primarily responsible for program marketing. However, at the City's request, <br />CEE will be available to assist the City with marketing the program. CEE has several years of <br />experience marketing various programs to many areas and has realized excellent success. <br />Whenever appropriate, typically in a targeted area of the City, CEE encourages the City to hold <br />an evening meeting in a community center to allow CEE to describe the program in detail to <br />potential participants. CEE suggests an initial meeting because our twenty-five years of <br />experience has shown that the meeting format is an ideal way to reach a large number of <br />customers with a consistent message. At the meeting, our staff can answer questions regarding <br />the loan program and consult residents on how to proceed through the program. The meeting <br />format builds enthusiasm and encourages word-of-mouth promotion of the program. The <br />meeting format has the added benefit of giving the City excellent visibility for offering a high <br />quality and innovative program and emphasizes to New Brighton residents that the City is <br />working hard to maintain and/or improve the area. Program participants will have the option of <br />attending the informational meeting or simply submitting their application to CEE. <br />Remodeling Advisor Services <br />CEE will be available upon request to provide Remodeling Advisor visits to New Brighton <br />homeowners. These services include a visit to the property to discuss proposed projects and <br />identify and prioritize the improvement needs of the property. CEE's Remodeling Advisors are <br />well versed in all aspects of design, construction and energy -efficiency. The Advisor will assist <br />the homeowner is assessing the needs of the property, help to identify needed building permits, <br />prepare scopes of work in order to ensure consistency among bidding contractors, and assist with <br />the collection of bids and the selection of a contractor(s). <br />At the request of the homeowner, CEE will assist the homeowner to solicit and collect bids from <br />certified contractors. Though CEE does not recommend contractors, we have developed a <br />contractor list for homeowners to use as a reference or they are free to contact other contractors. <br />CEE will provide this assistance whenever necessary to ensure the homeowner is comfortable <br />with the process and with the contractor selection. <br />PageA-2 Proposal for City of New Brighton <br />Center for Energy and Environment <br />
