Verification of Installation and Inspections
Whenever a building permit is not required, a CEE Remodeling Advisor will perform an on-site
property inspection to verify that all funds were used for their intended purposes. This on-site
verification will not substitute for any required code or permit inspections.
Current CEE Financial Services
Based on the recommendations of the building analysis and the bids obtained by the property
owner, CEE will develop a personalized financial package to meet the objectives of the building
owner. Financing packages could potentially utilize financing programs currently provided by
CEE in conjunction with the City's financing programs or by themselves. CEE currently offers
the financing programs described below.
MHFA Fix -Up Fund
The Fix -Up Fund offers loans at below market interest rates to homeowners with gross annual
household incomes of $96,600 or less. The interest rate is currently 5.99%. The Fix -Up Fund
was established to improve the basic livability and/or energy efficiency of the borrower's home.
Maximum loan amount is $35,000 with up to a 20 year term.
CommunityFix-Up Fund
The Community Fix -Up Fund has essentially the same guidelines and terms as the Fix -Up Fund,
except it takes a more "targeted approach". The most significant difference is the interest rate is
slightly lower at 5.75%. The maximum term is 20 years. CEE will prepare and submit a
proposal on behalf of New Brighton to participate in the Community Fix -Up Fund program upon
request. The MHFA discount loans are considered Community Fix -up fund loans.
CEE Home Energy Loan Program (HELP)
The HELP loan offers single family, owner -occupied homeowners, below market financing
(4.99%) to complete energy-related improvements to their home. The HELP loan does not carry
any income limitations. Maximum loan amount is $20,000 with up to a ten year term. This
program is available exclusively through CEE.
Private Bank Minnesota
Private Bank Minnesota is an independent bank which CEE has partnered with to maximize
leveraging of funds for various communities. Private Bank provides CEE access to the
secondary loan market as well as other traditional bank products.
Rental Loan Fund (RLF)
The Rental Loan Fund provides low-interest (4%) financing to owners of residential rental
properties to increase the energy efficiency of their buildings. The Minnesota Department of
Public Service sponsors the RLF using Exxon Oil Overcharge funds. This program is only
offered by CEE.
