CAPABILITIES AND EXPERIENCE <br />The Center for Energy and Environment (CEE) is an independent, nonprofit (501(c)(3)) <br />organization that has provided energy, environmental and housing rehabilitation services to <br />utilities, private corporations, neighborhood organizations and public agencies for over fifteen <br />years. CEE services includefinancing, building audits, technical research, program design and <br />delivery, and evaluations. CEE has over 95 staff members, including engineers, technicians, <br />statisticians, computer programmers, and architects, as well as certified energy auditors and <br />finance professionals. <br />Neighborhood Revitalization Program (NRP) <br />CEE is working with the NRP to assist NRP staff, neighborhood volunteers and community <br />organizations to develop and implement innovative and cost effective financing to improve <br />residential properties in the City of Minneapolis. CEE provides program development and <br />marketing, loan and grant origination, post installation inspections and building analyses on a fee <br />for service basis. CEE is currently administering home improvement programs for37 <br />neighborhood organizations in Minneapolis. <br />Financing <br />For the past twenty-five years CEE has worked cooperatively with a variety of public agencies to <br />produce innovative financing products that compliment utility and government programs. CEE <br />has experience with a variety of financing options that have resulted in below market rate <br />financing tailored to address the needs of sponsoring agencies and target borrowers. <br />CEE has originated over 20,000 loans totaling over $130 million using a variety of financing <br />programs including interest write-downs, revolving loan pools, participations, deferred loans and <br />grants. CEE has cooperated with utilities, banks and government agencies to develop and <br />implement innovative financing resulting in increased energy efficiency and rehabilitation <br />improvements for 1-4 unit residential, multifamily and small commercial structures. <br />CEE is proud of its ability to develop financing programs and leverage capital, and of the high <br />level of customer service that it provides to borrowers. CEE staff are known for their "borrower <br />oriented" focus and receive many referrals from past customers and public agencies as a result. <br />Elderly and handicapped borrowers who have difficulty with in -office closings will receive a <br />personalized home visit from a loan officer. <br />CEE is continually Minnesota Housing Finance Agency's Top Lender of Home Improvement <br />financing programs, annually originating in excess of 600 loans. <br />Proposal for City of New Brighton Page A-7 <br />Center for Energy and Environment <br />
