Brighton would retain its search equipment to assist as a secondary agency but would not be
responsible for the enrollment/registration and ongoing maintenance of client transmitters.
Commissioners Kerns noted that he was one of the original proponents of starting this program
in New Brighton and he agrees that the timing is right to transition these operations to the
Ramsey County Sheriff's Office.
Heart Safe Communities
Commissioner Allen inquired if we were still doing anything with this program. Deputy
Director Paetznick advised that Officer McNeely is reaching out to the Parish Nurses in New
Brighton to bring this education and awareness to the faith communities.
New Business
Synthetic Mariiuana
Council Representative Samuelson asked Deputy Director Paetznick to speak about this issue.
Deputy Director Paetznick encouraged Commissioners to read an article in today's Star Tribune
about the issue. He stated that two Minnesota cities (Duluth and Princeton) have already enacted
ordinances banning the substance, which is currently sold as incense and therefore is not subject
to any licensing restrictions as tobacco or pharmaceuticals. New Brighton has had only one
police call related to the substance, and the Irondale School Resource Officer has reported no
issues involving it yet at the high school. The City of Saint Anthony was considering an
ordinance but will likely defer to the state to enact law declaring this substance illegal. The
Minnesota Chiefs of Police Association Legislative Committee has this on their agenda, and two
lawmakers have agreed to introduce bills in the next session to ban this substance statewide.
Adiourn
Commissioner Allen motioned to adjourn the September PSC meeting; seconded by
Commissioner Schumann. Meeting adjourned at 8:37 pm.
