Public Safety Commission <br />September 29, 2010 <br />Attending: Commissioner Kerns (Chair), Commissioner Allen, Commissioner <br />Bredenbeck, Commission Haring, Commissioner Kroll, Commissioner <br />Schumann, Council Representative Samuelson, Deputy Director Paetznick <br />and Dave Matteson (Allina) <br />Absent: Commissioner Tollefson, Commissioner Woods <br />Citizens: Long Nguyen, Terry Post, William Ledin; Parks Recreation & <br />Environmental Commissioners Adam Parker, Alv_ ssa Lundberg, and Jered <br />Weber <br />Call to Order/Roll Call <br />Commissioner Kerns called the meeting to order at 6:30 pm and roll call was taken. <br />June Meeting Minutes <br />The June meeting minutes were reviewed. Commissioner Allen motioned to accept the minutes; <br />Commissioner Bredenbeck seconded. Motion carried. <br />Public Hearing/Presentations <br />Open Meeting Law - Charlie LeFevere, City Attorney for New Brighton <br />Mr. LeFevere introduced himself as the City Attorney for the past 28 years but noted that this <br />was the first Public Safety Commission meeting he had ever attended in New Brighton. He has <br />spoken with the other municipal commissions (EDC, PREC, and Planning) about the Open <br />Meeting Law (OML) and was now completing this task with the PSC tonight. <br />Mr. LeFevere focused his discussion around four handouts that he provided: <br />1. Minnesota State Statute Chapter 13D, the Open Meeting Law <br />2. The League of Minnesota Cities (LMC) Handbook for Minnesota Cities Chapter 7 on <br />Meeting Procedures <br />3. League of Minnesota Cities Insurance Trust (LMCIT) Risk Management Information on <br />Electronic Communications Between Council Members. <br />4. League of Minnesota Cities Insurance Trust (LMCIT) Risk Management Information on <br />Open Meeting Law Defense Coverage. <br />Updates <br />CERT/Citizen Corps Council <br />No report. The monthly State Citizen Corps Council meeting was cancelled due to the statewide <br />flooding.
