EDC Meeting <br />November 16, 2010 <br />Page 5 <br />Northwest Quadrant Names <br />Staff is recommending that the City hold off on selecting a new name for the NWQ until more <br />is known about the broker/developer arrangement. It might be helpful to get their reaction the <br />names before a final decision is made. In August, the EDC recommended four names <br />(Brighton Landings, Long Lake Crossing, Brighton Shores, Brighton Crossing). The City <br />Council has not weighed in on the matter. It is anticipated that the issue will be a topic during <br />the annual council/staff retreat in February. <br />NW Refinery <br />The City has been informed that the Attorney General's office, MPCA and Ashland Oil are <br />finalizing an agreement concerning the clean-up of the former NW Refinery site. The State did <br />not want the city to be a party to the agreement. Once the document is finalized and becomes <br />public, the City will have to work out an access agreement with Ashland Oil that allows them <br />unto the site. At one point it was believed that Ashland would start the work this winter and <br />into next spring. It is now unclear whether that time table is still achievable or if the work <br />would be pushed back to next summer. As this assumes the City and Ashland can reach <br />agreement on access. <br />V. Other Topics <br />Railroad Wye <br />After nearly 5 years of intensive efforts by the City, MT Properties and Minnesota Commercial <br />Railroad the wye project is dead. The City received a letter from MT Properties that the <br />company could not break the impasse with the Canadian Pacific (CP) on lease terms and <br />maintenance costs. The other railroads (Union Pacific, Wisconsin Central, Canadian National) <br />indicated that for the foreseeable future coal train traffic will diverted away from New <br />Brighton. It is likely that the coal trains won't come back because of logistic issues in St. Paul. <br />Because there was little use for the line, the railroads didn't want to pay money to the CP. It is <br />difficult to justify spending time and effort on the project given these circumstances. <br />VI. Adjourn <br />Next Regular Meeting: Tuesday, December 21, 2010 (7:30 a.m.) <br />
