Public Safety Commission
October 27, 2010
Attending: Commissioner Kerns (Chair), Commissioner Allen, Commissioner
Bredenbeck, Commissioner Kroll, Commissioner Schumann,
Commissioner Tollefson, Commissioner Woods, Council Representative
Samuelson, Deputy Director Olson and Dave Matteson (Allina)
Absent: Commissioner Haring,
Citizens: Long Nguyen, Tim McQuillan
Call to Order/Roll Call
Commissioner Kerns called the meeting to order at 6:33 pm and roll call was taken.
September Meeting Minutes
The September meeting minutes were reviewed. Commissioner Schumann motioned to accept
the minutes; Commissioner Allen seconded. Motion carried.
Public Hearing/Presentations
Crime Free Multi Housing Program - Deputy Director Olson
Deputy Director Olson gave a brief background on the beginning of the Crime Free Multi
Housing program. He reviewed the benefits for the property owners and property managers and
also reviewed the benefits of this program for law enforcement.
Commissioner Kroll and Commissioner Allen asked about staffing needs for the Crime Free
Multi Housing program. Deputy Director Olson indicated our department is in a reactive mode;
not a proactive mode due to staffing needs.
Officer Hamdorf has been doing the Crime Free Multi Housing tasks as time permits as his
primary responsibility is still working a patrol shift. However, as of January 1, 2011, Officer
Hamdorf will be assigned full-time to the duties of Crime Free Multi Housing Liaison / Crime
Prevention Officer. Commissioner Woods stated that when Deputy Director Ellickson retired,
Deputy Director Paetznick was promoted and no officer was ever hired. Deputy Director Olson
stated that was correct.
Review of Vicious Animal Ordinance
Commissioner Kerns introduced Mr. Tim McQuillan. Mr. McQuillan gave a brief background
on his concern of a dog that attacked their dog. Their dog was bitten 6 times by a pit bull/boxer
mix. He feels the city ordinance surrounding dogs, and especially those determined to be
vicious, would be much more stringent.
