The City Council requested that <br /> the City Manager update the 2011 Budget to delineate the capital replacement items which are <br /> considered to be urgent and those that potentially may be deferred. Replacements of capital <br /> items are included in the budgets for the Fleet, Non-Fleet and Parks Capital Funds. <br /> Financial Impact: <br /> There is no immediate financial impact as a result of amending the 2011 Budget to reflect the <br /> differentiation. Instead the financial impact will come as we are able to defer the purchase of <br /> capital replacement items. Funding earmarked for capital replacement not spent will remain in <br /> their respective funds and continue to earn interest. <br /> Explanation: <br /> Attached to the resolution are updated 2011 Budget pages for the Fleet and Non-Fleet Capital <br /> Replacement Funds and Parks Capital Fund. They have been updated to differentiate between <br /> those budgeted replacement purchases which are considered urgent and those that aren't. The <br /> total expenditures in these budgets have not changed. Parks Capital, for non-fleet park items, has <br /> been combined with Non-Fleet in its own separate section to be consistent with all other <br /> departments' non-fleet items. <br /> The City Manager directed Department Directors to re-evaluate their requested 2011 <br /> replacements. These re-evaluations focused on the need to replace items in 2011, resulting in <br /> them being categorized as either "Urgent" or"Potentially Defer". At this point we are using the <br /> term "urgent" to categorize those items which are intended to be replaced during 2011. In fact, <br /> "urgent" may not be the best descriptive word. A capital item is considered as "urgent" if its <br /> condition meets certain criteria. The specific criteria are not always consistent from one item to <br /> the next. For example, the criteria for a fire suppression vehicle would be different than a <br /> building inspector's vehicle. The criteria used includes, but is not limited to the following: type <br /> of service and/or operation the item is used for, reliability, repair and maintenance history, cost <br /> effectiveness of repairing versus replacing, general condition, risks involved to service delivery <br /> and operations if item becomes unusable, and other mandated requirements. <br />
