A "Vehicle Condition Index" for our vehicles has been developed to assist in determining <br /> whether or not the replacement is warranted. These indices are reviewed and updated at least <br /> annually prior to final determination to replace or not. Depending upon the ratings and weights <br /> of various factors, a point value will be assigned. The point value determines the condition. <br /> Condition IV is the worst condition and indicates consideration for replacement. These indices <br /> are included in the Fleet Capital section of your 2011 Budget books. <br /> During the process of preparing the annual budgets, the years of replacement for capital items are <br /> reviewed and updated, if applicable. While performing these reviews, the"user" department <br /> may feel that it is appropriate to include the replacement of certain items they feel may become <br /> "urgent" during the next budget year. The simple inclusion of items in the budget does not <br /> automatically assure that they will be replaced during that year. The amended 2011 Budgets <br /> now reflect that certain items have been considered as potential candidates for replacement but <br /> don't meet the criteria to be replaced at this time. These certain items are categorized in the <br /> budget as "Potentially Defer" since the replacement criteria has not yet been met. Purchases <br /> from either category for more than $20,000 will be submitted to the City Council for action. <br /> Please keep in mind that conditions or criteria, which dictate whether the replacement is urgent <br /> or not, will change and may do so within a budget year. For example, in Non-Fleet, the Finance <br /> Department has included two Hand-Held Meter Reading Devices. We have determined that it is <br /> still cost effective to have them repaired as necessary instead of replacing them. Their <br /> replacement has already been deferred for the last two years. However, the repairs have become <br /> more frequent. These devices are approaching the end of their useful lives. At the next needed <br /> repair, the cost effectiveness may dictate a change from repairing to replacing. In order to <br /> prepare monthly utility billing for our customers, accurate water meter readings are essential, <br /> without them these processes would be severely curtailed. <br /> 67/Lt� <br /> Dan Maiers <br /> Finance Director <br />
