Of <br /> Report Number 11-043 <br /> BRIGHTON Agenda Section VI-5 <br /> the city that works for you Council Meeting Date February 8,2011 <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: AUTHORIZATION TO PURCHASE A 2011 PUBLIC WORKS <br /> VEHICLE—TYMCO STREET SWEEPER to►Sw <br /> DEPARTMENT HEAD'S APPROVAL: <br /> CITY MANAGER'S APPROVAL: <br /> No comments to supplement this report / Comments attached <br /> Recommendation: Authorize the Orase of a 2011 Tymco street sweeper from <br /> Environmental Equipment, based upon Minnesota State Bid for the replacement of City Vehicle <br /> #972, a 14-year old Elgin Pelican street sweeper purchased in 1997. <br /> Costs and Funding: This sweeper will be purchased under Minnesota State Bid, Contract <br /> #443353, from Environmental Equipment. <br /> Vehicle Price: $164,815 <br /> Less Trade-in Price $ 25,000 <br /> Cost with Trade-in $139,815 <br /> Sales Tax (6.5%): $ 9,088 <br /> Total Price of vehicle: *$148,903 <br /> *The 2011 Budget includes $158,600 in the Fleet Vehicle Replacement Fund. There is no cash <br /> balance available for this purchase. This purchase is planned to be financed with equipment <br /> certificates. This purchase will replace a 14-year old sweeper, Vehicle #972. <br /> The original cost with taxes of#972 was $93,531. The replacement cost not including trade-in is <br /> $174,823. Over the last 14 years, the annual rate of increase for this replacement vehicle was <br /> 4.57 percent. <br /> Explanation: The purpose of this item is to obtain Council authorization for the purchase of a <br /> 2011 Tymco sweeper for the Public Works Department. This is a 4-wheel regenerative sweeper <br /> that has multiple capabilities. It will sweep the roads better than our current mechanical broom <br /> sweepers, since it has an air blast system to aid in picking up all of the particulates that drain to <br /> the storm sewer system. It also has a spray wand and suction hose mounted on it that will be <br /> very beneficial in cleaning storm sewer catch basins. The 4-wheel sweeper will be mounted on a <br /> conventional International truck chassis. This sweeper will eliminate the need for a dump truck, <br /> reducing labor costs, making it a one-person operation. This vehicle is scheduled for <br /> replacement on a twelve-year cycle. <br /> This vehicle was scheduled to be purchased in 2009; but, since the vehicle was in decent shape, <br /> it did not warrant replacement. This purchase was again delayed in 2010 due to budget <br /> considerations. Delaying the purchase again is a different matter. Most of the mechanical <br /> equipment on the Elgin sweeper such as the conveyor, drive chains and sprockets, bushings, etc. <br />
