Citation to Accompany <br /> COMMENDATION AWARD <br /> To <br /> Officer Ted Layton <br /> July 27, 2010 <br /> On July 27,2010 @ 2:00 a.m. you, Officer Ted Layton, were in the backyard of your residence <br /> when your attention was drawn to suspicious noises coming from your neighbor's unattended <br /> vehicle. You investigated this noise and observed two females inside of the vehicle and knew that <br /> neither were the owner of the car. You approached and after initial verbal contact,the females <br /> began running away. You identified yourself as a Police Officer and pursued the females on foot. <br /> You were successfully able to stop,detain the suspects,retrieve handcuffs and alert the <br /> Minneapolis Police Department. <br /> While waiting for Minneapolis Police Department to respond,you then observed a vehicle drive <br /> by and identified two males who you concluded were involved in the incident and were attempting <br /> to pick up your detainees. The vehicle stopped and you were approached by these males in an <br /> aggressive and physical manner. As the males attempted to overpower you to free the detainees, <br /> you were able to use defensive tactics and verbal commands to eventually stop, detain and secure <br /> the two males. You then held these four suspects until Minneapolis Police Department arrived. <br /> After the event, you learned that these suspects had been involved in a ring of thefts from autos in <br /> the Minneapolis area and that one of the males had been involved in several armed robberies <br /> throughout the metro area. <br /> Your actions that night displayed exceptional intelligence, courage, ability in effecting arrest and <br /> in the prevention of crime. You also allowed the Minneapolis Police Department the opportunity <br /> to clear up numerous theft from auto cases and most likely prevented additional and continued <br /> criminal activity from occurring in and around the Minneapolis area. <br /> For these actions, you are hereby awarded the Commendation Award this 21s1 day of January, <br /> 2011. <br /> Wr <br /> AgA- <br /> 4111106. <br /> Robert Jacobson Daniel 'Olson Anthony S. etznick / <br /> Director Deputy Director Deputy Dire or <br />
