February 8,2011 Page 4 of 6 Motion by Councilmember Burg,seconded by Councihnember Phillips to adopt the Resolution ordering Project 10-10, Old Highway 8 NW Sidewalk as proposed in the feasibility study, authorize staff to proceed with the preparation of the plans and specifications and designate the City Engineer as the engineer for this improvement, with the following conditions: 1. Such improvement is hereby ordered as proposed. 2. The City Engineer is hereby designated as the engineer for this improvement and is hereby authorized to proceed with the preparation of the plans and specifications. 3. City Staff is authorized to prepare a Feasibility Study for the southerly build out of the trail along the east side of Old Highway 8 as State Aid funding becomes available. 5 Ayes,0 Nays,Motion Carried Council Business 1. Council Business 1.Consideration for Director of Parks and Recreation SandyBreuergave the followingbackground information GooseiManagement g Practices. regarding Report No. 11-057 The goose management discussions so far: June—Council received petition June—Council directed PREC to study issue November—Goose management speakers(5) December—PREC develops recommendation February—PREC redefines recommendation In 1985 Goose removal started in New Brighton with a budgeted expense of$3,000/Parks&1,000/BWH. The average cost over the last 5 years has been$2500;with an annual average of 69 geese removed. It was noted the goose is a federally protected bird. PREC recommendation is that New Brighton continue with its current program with the following addendums: 1)Limit goose management to public land. 2)Develop alternative methods of goose removal such as egg addling. 3)Increase public education regarding goose management. John Taft reported he and his wife were very concerned with the City's prior Goose Management strategies, and has been looking for more humane less costly options. Mr.Taft noted The State Veterinarian has indicated there is no data to constitute goose droppings as hazardous. Mr.Taft also stated his opinion that it is financially does not make sense to treat private property. Councilmember Bauman reported she has noted through research that there can be negative health effects associated with geese. Councilmember Bauman stated she does not feel rounding up geese is inhumane,as the meat is donated to a food shelter. Councilmember Bauman noted addling is a good solution for all. Motion by Councilmember Phillips seconded by Councilmember Bauman to direct staff to: • Develop an egg addling program and implement in Spring 2011. • Direct staff to develop a goose management education program,including the City Website,and notification of affected owners. • Staff be directed to conduct a goose survey,bringing back any further recommendations • Direct PREC to revisit the issue at the conclusion of the 2011 season to review effectiveness and make any further recommendations.
