RESOLUTION NO. 11-014 <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br />MAKING FINDINGS OF FACT AND APPROVAL OF A SITE PLAN AND PLANNED UNIT <br />s, an application has been made by Finn Daniels Architects on behalf of The Stuart <br />iy to consider a Site Plan and Planned Unit Development to allow construction of a 124 <br />dti-family apartment building with associated improvements including underground and <br />parking on Lot 1, Block 1, THE VIEW APARTMENTS AT LONG LAKE. <br />7HEI} AS, the procedural history of the application is as follows: <br />1. ;Applications for a Site Plan and Planned Unit Development were received by Finn Daniels <br />rchitects on behalf of The Stuart Company on December 3, 2010. <br />2. pblic hearing notices for the Site Plan and Planned Unit Development were published in the <br />}�ew Brighton Bulletin on December 8, 2010. <br />3. �blic hearing notifications were mailed to the property owners within 600' of the 1,1evelopment on December 10, 2010. <br />4. j1he Planning Commission, pursuant to published and mailed notices, held a public hearing <br />h December 21, 2010 where all parties present were allowed to speak. <br />5.1.1. e Planning Commission recommended the City Council approve the Site Plan and Planned <br />Fhe <br />it Development on December 21, 2010. <br />6. City Council considered the request on January 11, 2011 and January 25, 2011. <br />/HE AS, the Planning Commission and City Council make the following Findings of Fact with <br />respcct to the Preliminary PUD (PU2010-001), the Final PUD (PU2010-002), and Site Plan <br />(LP 10-004): <br />1. e property is zoned NWQ, Northwest Quadrant. <br />2, lhe property is guided in the Comprehensive Plan for City Center. <br />3. 1 he total property area is approximately 4.15 acres. <br />4.e property is legally described per PUFP2010-001 as Lot 1, Block 1, THE VIEW <br />PARTMENTS AT LONG LAKE. <br />5. a Planning Commission and City Council reviewed the Site Plan in accordance with the <br />gulations of Article 6, Chapter 6 of the Zoning Code and found all criteria to be met. <br />6. Fbe criteria of Section 8-010 were considered when approving the Site Plan and all criteria <br />were found to be met, subject to conditions. <br />7. 1he Planning Commission and City Council reviewed the proposed project against the <br />UD standards of Section 7-230 and found all criteria to be met. <br />8. be Planning Commission and City Council considered the following factors of Zoning Code <br />ection 7-240 with regard to the application for a Planned Unit Development: <br />a. The consistency of the proposed development with the adopted or proposed <br />comprehensive plan for the City. <br />b.
