RESOLUTION NO. <br />11-039 <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br />MAKING FINDINGS OF FACT AND APPROVING A SITE PLAN AND SPECIAL USE PERMIT. <br />t, an application has been made by Bruce Thompson on behalf of Ramsey County <br />Management and the Ramsey County Library to permit construction of a 1,463 SF <br />to the New Brighton Community Center (formerly known as the Family Service <br />at 400 10`s ST NW, which will accommodate a 6,175 SF library, and <br />✓HEAS, the procedural history of the application is as follows: <br />1. pplications for a Site Plan and Special Use Permit were received on February 25, 2011. <br />2. notice for public hearing was posted in the March 4, 2011 edition of the Sun Focus. <br />i <br />3. 1'}rblic hearing notices were mailed to the property owners within 350' of the subject property <br />4 March 4, 2011. <br />4. a Planning Commission held a public hearing on March 15, 2011 and all present were <br />ven a chance to freely speak at the hearing. <br />5. a Planning Commission recommended approval on March 15, 2011, subject to conditions. <br />6. Oe City Council considered the request on March 22, 2011. <br />VHER AS, the Planning Commission and City Council make the following Findings of Fact with <br />resp t to the Site Plan (LP2011-001) and Special Use Permit (SP2011-005): <br />1. e property is zoned B — 4, Downtown Business. <br />2. e property is guided in the Comprehensive Plan for Public -Quasi Public uses. <br />3. a Planning Commission and City Council considered the Site Plan in accordance with the <br />13 — 3 district standards of Section 5-250, consistent with the requirements of Section 5- <br />0(4) of the B-4 district. <br />4. a Planning Commission and City Council found all applicable Site Plan standards to be <br />5. a Planning Commission and City Council acknowledge the plans submitted in support Site <br />an and Special Use Permit combine to make up the General Development Plan for the site <br />6. a Planning Commission and City Council reviewed the requests in accordance with the <br />Rowing Special Use Permit conditions of Section 8-130: <br />That the establishment, maintenance, or operations of the special use will not be <br />detrimental to or endanger the public health, safety, morals, comfort or general welfare. <br />That the special use will not be injurious to the use and enjoyment of other property in <br />the immediate vicinity for the purposes already permitted, nor substantially diminish and <br />impair property values within the neighborhood. <br />That the establishment of the special use will not impede the normal and orderly <br />development and improvement of the surrounding property for uses permitted in the <br />district. <br />and Settings%kbWo\Lmal Seltings\Temporary Internet Fi1es\0LK736\LP2011-001 SP2011-005 (Ramsey County) - <br />Wee 1 <br />
