April 12, 2011 Page 4 of 8
are MSA designated routes. The comprehensive trail plan was reviewed. 5h street and 8b street included
designated routes for trails. Engineering staff met with the PREC commission on February 2, 2011,
several options were presented. It was decided not to include 5'h St at this time, as the trail would not
'connect anywhere. Three options for 8h St were presented to the commission. The PREC commission
recommended a 6 foot wide sidewalk placed on the back of curb from Old Highway to 8`h Avenue.
Approval will need be obtained from Rice Creek Watershed District in order to improve the storm sewer
system. About '/< of the City's sanitary runs are televised and reviewed annually, currently several areas
require repair.
One of the concerns voiced at the Informational Meeting was the traffic flow on 9`h Ave. It was
suggested to convert that into two cul-de-sacs. 9h Ave is a MSAS route, if the cul-de-sac were installed
that would result in a loss of funding. For this reason, as well as others, staff would not support the cul-
de-sac option.
Director of Public Works Grant Wyffels reported another concern mentioned was a traffic hazard at 11°i
Ave. and 81h St. 901 11'h Ave NW is situated in a manner that restricts the line of sight from the east.
The property is currently vacant, and the City has considered purchasing the property.
The benefits of purchasing the property include: an improved site line, the ability to add a location for a
pond, and realignment of the road. Staff supports purchasing the property at 901 11" Ave NW.
Mr. Schlichting reported that the City is required to pass a resolution indicating "No Parking" when
striping is not done.
The total estimated project costs are $1,427,600. An assessment hearing will be held in the fall of 2012.
Estimated assessment is $1474 per single family lot.
Staff recommends the following:
*Hold Public Improvement Hearing
*Adopt Resolution
—Ordering Project 11-1, 2010 Street Reconstruction
—Authorizing staff to prepare plans and specifications
'*Adopt Resolution restricting parking
—North side 8`" Street NW from 6`h Ave to I I'h Ave NW
—East side of 9`h Ave NW from 8t" St to 10`h St NW
*Consider Purchase Agreement with 901-11'h Avenue NW
Councilmember Bauman stated she is in favor of the project, with the exception of
"Consider Purchase Agreement with 901-11`h Avenue NW."
City Manager Lotter clarified the Council will be voting on the Public Hearing, then move onto to
Council Business, and that is where Council can take action regarding the purchase of 901 11`h Ave NW.
Councilmember Phillips suggested moving the No Parking from the east side to the west side of 9h Ave
NW. Councilmember Burg noted that was an excellent observation, and would support changing the
resolution. Councilmember Burg reported the PREC commission questioned how the Safe Routes to
School Trails through Hansen Park would tie into this project. Councilmember Burg reported the PREC
commission asked why the trail does not connect from Hansen Park to the proposed improvement area.
The comprehensive plan shows a stripped on road system, that can be used as a walking or biking lane.
Councilmember Burg commented that she would support adding a sidewalk or trail, as there are many
children living in the Garden View Apartments, who are walking to school.
Councilmember Bauman asked what the additional cost would be of adding a sidewalk.
Director Wyffels reported this is an MSA route, and would qualify for MSA funding. At the time the
project was presented to the PREC commission the property at 901 11`h Ave was not available, and there
wasn't any room to include a sidewalk or trail at that time. Without purchasing the house, a sidewalk
'would not be possible. Preliminary costs for a sidewalk are estimated to be $100,0004125,000; covered
by MSA funds.
Councilmember Bauman questioned how the MSA funds are reimbursed to the City. Director Wyffels
reported the City has a fund to draw upon, and then are reimbursed.
Councilmember Burg asked about additional traffic calming measures that may be used if the house is
not removed?
