Mamh 22, 2011 <br />construction of a 1,463 SF building addition to the east side of the New Brighton Community <br />Center (NBCC - formerly known as the Family Service Center or FSC) located at 400 10th Street <br />NW. The proposed addition will accommodate a 6,175 SF library that will occupy <br />approximately 4,712 SF of remodeled existing NBCC space in addition to the 1,463 SF building <br />expansion. The proposed improvements include sidewalk, curbing, and ADA accessibility on <br />the east side of the NBCC and a drive -up book drop around the north end of the building. Ms. <br />Gundlach reported the primary concern with the site plan is parking The library will likely demand 38 parking <br />stalls, based on the existing zoning ordinance, The Community Center was defined as a unique facility, as <br />there is no parking recommendation in the zoning code for a Community Center. 55 additional stalls can be <br />built on the site. <br />There as an existing 40 stall overflow lot, that is rarely used. The proposal includes connecting the overflow lot <br />with the main lot. There are 12 proof of paddng stalls along the northern boundary if needed. Public Safety <br />has expressed concern with the width of some areas of the lot, and recommend installing two small parking lot <br />islands be constructed. The City Engineering staffprepared a detailed drawing of the 55 stall lot. Site access <br />issues were examined; there were a few pedestrian access issues, where minor improvements can be made. <br />This is a MSA route; Public Works has identified MSA funds to be used for the project. hnprovenent to the <br />east side ofthe building will need to bemade to meet ADA requirements. <br />The planning connruission held a public hearing on March 15, 2011, 47 notices were sent out, there were no <br />inquiries. The planning commission had a lengthy discussion related to parking, and recommended parking <br />improvements be added now in order to negate any future problems. <br />Councilmember Burg appreciated the planning commissions discussion related to the paridng, and agrees with <br />the commission's recommandation. Councilmember Burg announced the realignment ofthe birthday party <br />rooms was too costly to consider. Councilmember Burg and Phillips recommended the entry to the library be <br />as wide as possible, and preferably glass doors. Susan Nemitz , representing Ramsey County showed a <br />rendering, which the council seemed to like. <br />' Councilmember Phillips suggested: <br />• Changing condition number 1 of the site plan, to allow the City to determine the number of stalls as <br />part ofthe design process. <br />• Condition number 2 could be deleted, leaving that decision to the City ifthe need is determined in the <br />futlIre. <br />• Councilmember Phillips clarified that the sidewalk project would be completed by the City, using <br />MSA funds. <br />• Councilmember Phillips noted he agrees the additional parking should be constructed as soon as <br />possible, but given the funding, suggested changing condition number 1 to read "as soon as practical." <br />Mayor Jacobsen stated he was at the recent Planning Commission meeting, and described the issue as "a <br />double edge sword." Councilmember Philips suggested by changing to as soon as practical that will allow the <br />County time to arrange for the additional $160,000. <br />City Manager Lotter stated he is convinced that giver the partnership the City and County have shared; the <br />project will be completed as soon as practical. <br />Councilmenbers Samuelson and Burg both noted they see a need for additional parking right away. <br />Councilmenber Bauman stated she would like to see the parking improvements done prior to the opening of <br />the library. <br />Ms. Nemitz explained she reports to two separate boards, and will need to go through the approval process of <br />both the County Board and the Library Board, and expressed optimism in moving forward as quick as <br />possible. <br />Councilmember Phillips noted Director Nemitz cannot change the cement contract terms without Board <br />approval. <br />City Manager Lotter suggested addressing the language in the agreement to achieve the goal ofthe council to <br />have the parking sooner than late.
