Issues to Consider <br /> Staff is aware that this issue is controversial. Not all residents have adequate storage space in <br /> their garages for garbage and recycling containers. On the other hand, garbage and recycling <br /> containers can create an aesthetic concern if not screened from view. The issue of resident <br /> convenience will need to be weighed against the visual impacts. Any policy change should be <br /> broadly communicated so that the public can weigh in.
