B. Vermont Park Building
Vermont, Hidden Oaks and Driftwood were all built around the same time; in
the mid-seventies. Vermont was built in 1976 or 1977 with a grant. The cost
to demolish this building will be about $10,000. To repair it would be about
$70,000.
Staff recommendation would be to demolish Vermont, but not to do any
demolition of Driftwood or Hidden Oaks, because they are in good condition.
Council Member Phillips commented that there is a larger question. He
wondered if there should be a pavilion with tables or something to replace it.
He feels by tearing it down, we are making a statement that we have
abandoned the people in that area of town. Next time we have three non-fleet
items come through like this we need to make sure they are all kept up; not
just two of them. We need to not let a building deteriorate as it did.
Commission members stated that the park did not get the use as the other
buildings did.
Frischman noted the buildings were built for year round use and because of
budget constraints, some of the buildings are not being used during the winter.
There is no one managing the building during the winter months. Only a
couple neighborhood centers are open for skating. Also, because of its
location, it doesn't have a lot of security. And because it is in an out of the
way area of the City, it makes it undesirable to the general public with young
kids.
Council Member Phillips wondered if there could be something at the park
that had a roof so you could sit down and be out of the sun. Something that
was easier to manage and plan expenses so we do not have surprises.
Council Member Phillips stated the Council realizes that we need to fund the
non-fleet projects or things will deteriorate very quickly.
Frischman inquired about a park tour. She felt it helps the Commissioners in
making decisions on how we move forward. She felt holding off on a decision
about Vermont until we have the park tour would help formulate a decision
and make a recommendation. Moving forward we could find out who used
that park previously. Was it soccer groups? It is not a regulation field. Getting
a feel for the types of groups using the park would be helpful to formulate
how to move forward with the park.
-4-
