Council Report
Well House 10 & 11 Bid Award
Built-up roofs have a life expectancy of 25 years and PVC roofs have a life expectancy of 20
years, but PVC roofs are still only a single ply and offer no more durability than EPDM roofs to
physical damage and foot traffic. Furthermore, at this latitude the reflectivity of a white PVC
roof offers no significant energy savings due to two main points; the cooling season is short
compared to south of the Mason-Dixon line and in 3 to 5 years white roofs accumulate enough
dirt to become roughly equal in reflectivity to a gravel surfaced built up roof. Because the
combined construction cost of the two buildings was expected to be less than $100,000, we only
solicited quotes from top-tier contractors to provide quotes on the project.
Costs and Funding: The total cost of this project including engineering will be funded from
Fund 400, Water Improvement Fund.
44,
Craig G. Sc lichting, P.E.
Civil Engineer II
Attachment:
Letter from Inspec dated August 3, 2011
