July 26, 201 <br />Rice Creek Watershed District (RCWD) required the installation of new storm water features. <br />City Staff designed included new storm water features at Hansen Park and Silver Oaks. <br />The low bidder, Peterson Companies, Inc. has done work for the City in the past, and is qualified <br />and capable of performing work of this kind and magnitude. <br />'Councilmember Phillips noted that about 'h of the project includes expansion of the <br />Community Center parking lot for the Ramsey County Library. Councilmember Burg <br />expressed her gratitude to County Staff and City staff for their cooperation in working together <br />to see that the parking lot expansion is complete in 2011, rather than wait until 2012. <br />Mr. Schlichting reported that 51 additional parking stalls will be created. <br />Councilmember Samuelson questioned if the Hansen Park improvements will help with some <br />of the water drainage issues. Mr. Schlichting reported currently there aren't any drainage <br />features; a perforated under drain is included in the design, which may improve the conditions. <br />Director Wyffels reported on some of the safety measures planned for the overflow parking <br />area at the Community Center; including removal of trees, and additional lighting. <br />Councilmember Phillips reported the Pavement Management Plan is a result of the <br />Councils previous efforts. <br />Motion by Coundbuember Phillips, seconded by Councilmember Samuelson to accept the bids and <br />adopt the attached resolution awarding a contract for City Project 11-3, 2011 Pavement <br />Management Program and City Project 11-8, New Brighton Community Center Parking Lot to <br />the lowest responsible bidder, Peterson Companies, Inc., in the amount of $324,550.98. <br />5 Ayes, 0 Nays - Motion Carried <br />'Commission Liaison Reports, Announcements and Updates <br />Dean Lotter <br />City Manager Lotter reported that the Volunteers of America Public Hearing scheduled for <br />July 19th, was delayed until August 23, 2011. City Staff has been responding to a variety of <br />calls from residents regarding water issues resulting for the July 16d' rain event, meetings are <br />being scheduled with the Engineering Department. Mr. Lotter reported He and Community <br />Development Staff met with Silver Lake Flats property receivers, as it is now bank owned. A <br />new owner is expected August 15 2011, the provisional rental license will come before the <br />Council at the August 91h council meeting. <br />Gina Bauman <br />Councilmember Bauman reported the Planning Commission met July 19, as previously <br />mentioned; the Volunteers of America requested to delay the Public Hearing until the August <br />meeting. Grace Point church requested a 12 foot fence to help with keeping the golf balls from <br />Brightwood Hills from causing damage to vehicles. The cable commission meetings will <br />resume in August. <br />Mary Burg <br />Councilmember Burg reported the Public Safety Commission will next meet in September. <br />Gratitude was expressed to the Public Safety department for their efforts during the recent rain <br />event. The fire department participated in a controlled burn as part of their fire training. <br />'Residents were encouraged to register their neighborhood party for National Night Out.
