August 9, 2011 <br />'Public Hearing <br />None <br />Council Business <br />1. Approval of L&L Properties Multiple Dwelling Provisional License and Mitigation <br />Plan. Report No. 11-212. Moved from Consent Agenda. <br />Police Officer Trevor Hamdorf reported L & L Properties is operating under a provisional <br />license. A mitigation plan is required as part of the provisional license approval. It was <br />reported that a new Building Manager has been hired, and new policies are in place; including <br />tenant screenings, the addition of a crime free/drug free lease addendum. Officer Hamdorf <br />reported the tenants participated in a National Night Out party as well. <br />Motion by Councilmember Samuelson, seconded by Councilmember Bauman to approve the <br />mitigation plan and provisional multiple dwelling license for the property L&L <br />Properties located at 804 6th Street NW. <br />5 Ayes, 0 Nays - Motion Carried <br />I2. Consideration of City Project 11-15, Sunnyside Park and 1759 Long Lake Road Storm Sewer <br />Reconstruction. Report No. 11-216. MovedfromConsentAgenda <br />Director of public works clarified the project is at Sunnysquare Park and 1759 Long Lake Rd. Mr. Wyffels <br />reported Staff identified several sink holes within Sunnyside Park, and determined that the <br />existing corrugated metal storm sewer has deteriorated and no longer is able to maintain its <br />structural integrity. Additionally, the existing pipe flows under a park shelter and the driveway <br />of 2539 Eastman Drive. The planned improvements will reroute the storm sewer to avoid/limit <br />structural conflicts and allow improved access for any future maintenance issues. The existing <br />roof drainage/down spouts will be redirected to a new yard drain. The proposed improvements <br />include the installation of 524 -feet of storm sewer pipe, 3 storm sewer manholes, and <br />bituminous removal/replacement. <br />Councilmember Phillips suggested the council consider the life cycle cost not only the original <br />costs. <br />Staff has identified a sink hole in the rear yard of 1759 Long Lake Road, and determined that <br />the construction joint where the existing concrete storm sewer pipe transitions into corrugated <br />metal pipe has failed. The planned improvements will remove the existing corrugated metal <br />pipe and a small segment of concrete pipe, to allow for the construction of a new manhole and <br />140 -feet of new storm sewer pipe. <br />The total estimated costs is approximately $115,000.00. Councilmember Burg clarified the <br />funding source is stormwater; Director Wyffels confirmed. <br />'Director Wyffels suggested council consider video taping the storm sewer at a future date, <br />when budget permits. Councilmember Phillips asked if City Staff knows where corrugated <br />metal pipe is used throughout the City.
