would like direction from Council to guide staff in putting together the preliminary levy <br /> for the September 13th council meeting. <br /> Prior to making a final decision Council stated that they would like staff to go back and <br /> look at providing more financial information regarding the impact of HMVE and they <br /> will consider a vote on the preliminary levy on September 13th. <br /> Parks& Recreation Item: <br /> City Manager Lotter stated that he had other items on the agenda regarding Parks and <br /> Recreation improvements but due to the adoption of the levy he suggested that we <br /> postpone this topic for a later date. After conversations with Parks and Recreation <br /> Director Sandy Breuer he also recommended that the neighborhood center staffing item <br /> be dropped. <br /> Lean Governing Venture: <br /> City Manager Lotter stated that a couple years ago, members of the department head <br /> team looked at a performance measurement tool that would help track and measure (a <br /> dash board management program) services and the costs associated with those services. <br /> At that time, the City was unable to find a software program that met its needs and the <br /> cost for these types of software products are very expensive. <br /> City Manager Lotter explained the process of implementing a Lean Governing Venture <br /> program to the City Council. This proposal includes a strategic plan, work flow <br /> assessment, and engaging council and staff in creating a learning organization for the <br /> City. The Brimeyer Fursman LLC has provided the City with a proposal of$59,750 to <br /> implement this type of program over the next year. <br /> Council Member Bauman asked how the City chose this particular company and if there <br /> were references for Lean Governing Venture Program and their results. City Manager <br /> Lotter started collecting information for a lean process in April. The City Manager noted <br /> that Anoka-Ramsey Community College is currently working with some government <br /> agencies on lean governing. <br /> City Manager Lotter and the department heads also visited with a team from Anoka- <br /> Ramsey Community College that included professors from Concordia-St. Paul and the <br /> University of St. Thomas to discuss there lean governing program. City Manager Lotter <br /> and department directors also visited with the Brimeyer Fursman group. <br /> City Manager Lotter reported that the Brimeyer Fursman Group seemed to be a good fit <br /> with the management team. The Brimeyer Fursman group has also worked with private <br /> as well as public sector employers. <br /> 4 <br />
