Ordinance No. 804. <br /> City Planner Janice Gundlach reported that the Planning Commission initially considered this <br /> request at the September 20th meeting&tabled action to allow further staff research. The <br /> original request was to eliminate manual changeable copy signs from the prohibited signs <br /> list, at the September 20th meeting, The Planning Commission discussed allowing manual <br /> reader boards subject to conditions. <br /> The Commission further discussed this at a work session held on October 5th <br /> The applicant requested a code change so that his existing, weathered reader board could be <br /> changed out for a new, larger reader board. The applicant has applied for sign permits to <br /> change out his existing signs and replace with new, updated logo signs for DQ. <br /> The applicant was notified that manual changeable copy signs are not allowed. <br /> The applicant already purchased the new reader board sign. The applicant explained that an <br /> electronic sign, which is allowed by code, is too expensive and changeable signs are <br /> necessary in order to compete in his market. <br /> Ms. Gundlach reported that staffs research revealed that every neighboring community <br /> allows manual changeable copy signs; with the exception of St. Anthony. The amendment <br /> would limit manual changeable signs to one per property with a maximum size of 32 SF or <br /> 50% of the signable area, whichever is less. <br /> The amendment as proposed would allow the proposed DQ reader board to be erected, as it <br /> is 25 square feet in area, which is less than 32 SF and 50% of the allowed signable area. <br /> A notice for a public hearing was published in the September 8th edition of the local Sun <br /> Focus. No inquiries have been received. <br /> Staff Recommends the City Council adopt the Ordinance, amending the Zoning Code to <br /> allow manual changeable copy signs subject to conditions. <br /> City Planner Gundlach clarified that the proposed code change would permit Mr. Larson's <br /> request. <br /> Councilmember Bauman commented that she appreciates Mr. Larson's request, noting it <br /> may be helpful to other businesses within the city as well. <br /> Councilmember Burg requested an update on the enforcement of temporary signs. City <br /> Planner Gundlach explained that currently the City is reviewing its temporary sign <br /> ordinance, and has been directed not to actively enforce the current code. <br /> Councilmember Phillips commented that the Planning Commission has been working <br /> diligently on various zoning code items, including holding special monthly meeting. <br /> Motion by Councilmember Samuelson,seconded by Councilmember Burg to amend the Zoning <br /> Code to allow manual changeable copy signs when Zoning Code Section 9-040(1)(F) <br /> currently prohibits them. 2.
