NEw <br /> BRIGI 1UN <br /> the city that works for you <br /> Council Worksession <br /> November 22, 2011 <br /> Present: Mayor Dave Jacobsen <br /> Councilmember Char Samuelson <br /> Councilmember David Phillips <br /> Councilmember Gina Bauman <br /> Councilmember Mary Burg <br /> Absent: None <br /> Staff in Attendance: <br /> City Manager Dean Lotter <br /> Director of Parks and Recreation Sandy Breuer <br /> Director of Public Works Grant Wyffels <br /> Director of Public Safety Bob Jacobson <br /> Director of Community Development Grant Fernelius <br /> Assistant to the City Manager Schawn Johnson <br /> Assistant Parks and Recreation Director Jason West <br /> Park Maintenance Manager Chris Wolla <br /> Others in Attendance: <br /> None <br /> The meeting was called to order at 5:45 PM. <br /> 2012 Budget Discussion- <br /> City Manager Dean Lotter stated that members of the City Council requested a work session <br /> meeting to discuss the Fleet/Non-Fleet financing plan and COLA for non-union staff members in <br /> 2012. <br /> City Manager Lotter noted that the City would need to dedicate $280,000 in 2012 to make the <br /> City's Fleet/Non-Fleet plan financially solvent. In 2012,the City of New Brighton is scheduled <br /> to levy $172,000 toward the funding of the Fleet/Non-Fleet plan. The City would need to <br /> dedicate an additional $108,000 in 2012 to make the Fleet/Non-Fleet plan cash solvent. At this <br /> time, the City of New Brighton is projecting a surplus of over$300,000 in 2011. A portion of <br /> that surplus could be used to fund the $108,000 that would be needed to make the Fleet/Non- <br /> Fleet fully funded in 2012. Another option for the City Council to consider would be to use <br /> $216,000 of the 2011 surplus dollars to fully fund the Fleet/Non-Fleet program for 2012 and <br /> 2013. <br /> Councilmember Samuelson asked why the City has such a large surplus in 2011? <br /> City Manager Lotter responded that the surplus was caused by the following: <br /> 1 <br />
