• Additional building permit revenue; <br /> • COLA's for non-union staff were budgeted but not given out to staff; <br /> • Vacant positions were left open or filled later on during the year. <br /> Mayor Jacobsen said that he would support the idea of using some of the 2011 surplus to fully <br /> fund the fleet/non-fleet budget in 2012. <br /> Councilmember Phillips stated the City would have to continue funding the additional $108,000 <br /> annually in order to make the current Fleet/Non-Fleet program financially feasible. This would <br /> require the City to spend additional money in future years or push back some of these <br /> expenditures in the City's Fleet/Non-Fleet purchases by $108,000 annually to cover this gap and <br /> make the program financially whole. <br /> City Manager Lotter stated that his long term goal is to avoid the issuance of debt by the City to <br /> fund future Fleet/Non-Fleet purchases. Also, City staff will continue to evaluate the need for <br /> replacing equipment that is scheduled on the Fleet/Non-Fleet plan on a year to year basis. <br /> Councilmember Burg agreed that the City has done a very good job in the past of being good <br /> financial stewards and that the City should avoid the additional costs associated with the issuance <br /> of debt whenever possible. <br /> Councilmember Phillips stated that if the Council does elect to use the 2011 surplus dollars to <br /> fully fund the Fleet/Non-Fleet plan, members of the Council would have two years to address the <br /> financial gap that exists in 2015 and beyond. Also, surplus dollars could be used in the future to <br /> decrease the tax levy in 2013. <br /> Mayor Jacobsen stated that he was agreeable to using the surplus dollars to minimize the City's <br /> funding needs for the Fleet/Non-Fleet program in 2012 and 2013. <br /> Members of the City Council agreed to schedule a future work session meeting to discuss 2012 <br /> COLA's for non-union staff members. <br /> The worksession was adjourned at 6:30 PM. <br /> 2 <br />
