Mayor Jacobsen said that he would support the idea of using some of the 2011 surplus to fully fund the fleet/non-fleet budget in 2012. Councilmember Phillips stated the City would have to continue funding the additional $108,000 annually in order to make the current Fleet/Non-Fleet program financially feasible. This would require the City to spend additional money in future years or push back some of these expenditures in the City's Fleet/Non-Fleet purchases by $108,000 annually to cover this gap and make the program financially whole. City Manager Lotter stated that his long term goal is to avoid the issuance of debt by the City to fund future Fleet/Non-Fleet purchases. Also, City staff will continue to evaluate the need for replacing equipment that is scheduled on the Fleet/Non-Fleet plan on a year to year basis. Councilmember Burg agreed that the City has done a very good job in the past of being good financial stewards and that the City should avoid the additional costs associated with the issuance of debt whenever possible. Councilmember Phillips stated that if the Council does elect to use the 2011 surplus dollars to fully fund the Fleet/Non-Fleet plan, members of the Council would have two years to address the financial gap that exists in 2015 and beyond. Also, surplus dollars could be used in the future to decrease the tax levy in 2013. Mayor Jacobsen stated that he was agreeable to using the surplus dollars to minimize the City's funding needs for the Fleet/Non-Fleet program in 2012 and 2013. Members of the City Council agreed to schedule a future work session meeting to discuss 2012 COLA's for non-union staff members. The worksession was adjourned at 6:30 PM. 2
