Fleet/Non-Fleet Funding. <br /> City Manager Lotter noted that the 2011 budget includes funding for COLA and steps for non- <br /> union personnel that was not spent by the City. City Manager Lotter provided the City Council <br /> with the following scenarios pertaining to the compensation of non-union staff members in 2011: <br /> • No COLA or step increase for non-union staff members in 2011; <br /> • Utilize the 2011 non-union salary funding and provide staff members with <br /> bonuses or merit pay; <br /> • Utilize the 2011 non-union salary funding and provide staff members with COLA <br /> and step increases. <br /> City Manager Lotter noted that the 2012 budget also includes funding for COLA and steps for <br /> non-union personnel.
