Draft Exhibit A-11 <br /> Current CEE Financial Services <br /> Based on the recommendations of the remodeling advisor visit and the bids obtained by the <br /> property owner, CEE will develop a personalized financial package to meet the objectives of the <br /> building owner. Financing packages could potentially utilize financing programs currently <br /> provided by CEE in conjunction with the City's financing programs or by themselves. CEE <br /> currently offers the financing programs described below. <br /> MHFA Fix-up Fund <br /> The Fix-up Fund offers loans at below market interest rates to homeowners with gross annual <br /> household incomes of$95,150 (current income limit) or less. The interest rate is currently <br /> 5.99%. The Fix-up Fund was established to improve the basic livability and/or energy efficiency <br /> of the borrower's home. Maximum loan amount is $35,000 with up to a 20 year term. <br /> Community Fix-up Fund <br /> The Community Fix-up Fund has essentially the same guidelines and terms as the Fix-up Fund. <br /> The CFUF program is available to New Brighton homeowners residing in a Cape Cod or <br /> Rambler style home constructed prior to 1970. The maximum income limit is currently $95,150. <br /> The maximum loan amount is $35,000 with a maximum term of 20 years. The interest rate is <br /> currently 5.75%. <br /> CEE Home Energy Loan Program(HELP) <br /> The HELP loan offers single family, owner-occupied homeowners, below market financing <br /> (currently 0% or 4.99% dependent upon the length of the term) to complete energy-related <br /> improvements to their home. The HELP loan does not carry any income limitations. Maximum <br /> loan amount is $20,000 with up to a ten year term. The Minnesota Department of Commerce <br /> sponsors the EXXON Loan Fund using EXXON Overcharge funds. This program is only <br /> offered by CEE. <br /> Rental Loan Fund (RLF) <br /> The Rental Loan Fund provides low-interest(4%) financing to owners of residential rental <br /> properties to increase the energy efficiency of their buildings. The Minnesota Department of <br /> Commerce sponsors the EXXON Loan Fund using Exxon Oil Overcharge funds. This program <br /> is only offered by CEE. Eligible borrowers may include individuals, partnerships, corporations <br /> or other business entities that own eligible property. Maximum loan amount is $10,000 with a <br /> maximum 5 year term. <br /> MHFA Rental Rehabilitation Program <br /> The Rental Rehab Loan offers owners of residential rental properties low interest financing(6%) <br /> to complete improvements that increase the livability of the property.
