MINUTES r <br /> New Brighton Economic Development Commission Approved <br /> Regular Meeting—October 18,2011 <br /> 7:30 a.m. <br /> Members/Liaisons Present: Paul Zisla,Bob Smith, Terri Snell,Vivian Neumann-Walker,D.L. Beach, <br /> Marie Hansen, Mike Murlowski, Al Potter and Councilmember Char Samuelson <br /> Members/Liaisons Absent: None <br /> Staff Present: Grant Fernelius-Community Development Director; Katie Bruno-Office Assistant. <br /> Guests Present: Long Nguyen <br /> Call to Order <br /> Commissioner Zisla called the meeting to order at 7:31 a.m. <br /> Approval of Minutes <br /> Motion by Commissioner Zisla, seconded by Commissioner Smith to approve the minutes from the <br /> September 20, 2011 meeting. <br /> Approved 8-0 <br /> Report from Council Liaison <br /> Councilmember Samuelson reported that the Public Safety Department is hosting a Fire Department <br /> open house on Monday, October 24th at 6:00 p.m. The Ramsey County Library will have an Open House <br /> on Saturday, October 29`h at 10:00 a.m. Community Partners with Youth is having its annual fundraiser <br /> on Friday October 28th at the New Brighton Community Center. <br /> The View Apartments at Long Lake <br /> Director Fernelius reported that work continues on the apartment project, and currently the second floor <br /> is being framed up. Director Fernelius reported that the concerns reported last moth with the soil issues, <br /> have been resolved. The issues were a result of the excessive rain experienced earlier in the summer. <br /> Commissioner Potter questioned the total construction costs of the project. Director Fernelius stated that <br /> the total building cost of the project is $12 to $ 13 million. <br /> NW Refinery Update <br /> Director Fernelius reported that Ashland and the City have finally approved an access agreement for the <br /> cleanup of the former Northwest Refinery. Ashland is in the process of bidding the project. Work is • <br /> expected to begin the first week in November. The City is also relocating the existing aggregate <br /> stockpile. Commissioner Potter questioned who will monitor the remediation work. Director Fernelius <br /> stated that the City is relying on MPCA, and have requested being included in weekly progress update <br /> meetings. Chair Zisla asked if the City plans to sell the aggregate. Director Fernelius reported that the <br /> City intends to sell the aggregate pile and some of the material has already been used for city road <br /> projects. <br /> Commercial Marketing Activities <br /> Director Fernelius reported that currently there are two interested prospects, one being a New Brighton <br /> based business looking to expand, and the other is a Minneapolis based company with a satellite office <br /> located in Arden Hills. It was reported that lease rates will likely be a key factor in the company's <br /> decision to relocate. Commissioner Potter questioned why the City wouldn't market the sites that are <br /> already remediated more aggressively. Director Fernelius responded that it is a matter of finding the <br /> right user for a given site. <br />
