December <br />3 Ayes, 2 Nays - Motion Carried <br />Ayes: Mayor Jacobsen, Councilmembers Bauman and Phillips <br />Nays: Councihnembers Burg and Samuelson <br />'Commission Liaison Reports, Announcements and Updates <br />Dean Lotter <br />City Manager Lotter reported that he and City Staff continue to work with two unions in <br />contract negotiations. Meetings have been scheduled for incoming Councilmember Paul <br />Jacobsen with Department Directors, in addition to being registered for a Newly Elected <br />Official conference offered through the League of Minnesota Cities. The annual council <br />retreat will likely be scheduled in February. Neighborhood meetings are scheduled for <br />February as well. Holiday wishes were extended. <br />Gina Bauman <br />Councilmember Bauman reported that the Planning Commission held a worksession to discuss <br />temporary signs, an ordinance will likely be coming to the Council soon. The cable <br />commission meeting was attended; Comcast was sent a non compliance letter related to the <br />franchise fee renewal. The Ramsey County Library will be conducting internet safety <br />presentations at the New Brighton, Roseville, and White Bear Lake locations. <br />Councilmember Bauman wished the community Merry Christmas. Councilmember Bauman <br />expressed her gratitude to Councilmember Phillips for his service on the council. <br />Mary Burg <br />Councilmember Burg congratulated the City on taking 2nd place in National Night Out <br />participation. A special thanks was expressed to officer Hamdorf for his effort as coordinator. <br />'Officer Mitch Singer was promoted to Detective, effective January 1, 2012. Santa Cop <br />donations are being accepted. Ramsey County Attorney John Choi spoke at the November 28`h <br />Public Safety Commission meeting. Additionally 25-30 residents attended a Pubic Hearing <br />related to traffic issues on Robin Lane and Palmer Drive. It was reported that Allina Medical <br />is moving their office to Mounds View. Interested residents were encouraged to consider <br />applying to serve on an advisory commission. Merry Christmas wishes were expressed. <br />The winter parks brochure/City Newsletter were recently published. Best wishes were <br />extended to Councilmember Phillips. <br />David Phillips <br />Councilmember Phillips reported he has enjoyed his four years on the council; noting the <br />following accomplishments; <br />The eminent domain ordinance -requiring three public hearings, and a super majority vote - <br />gratitude was expressed to former Councilmember Doffing for her assistance with that. <br />New Brighton Exchange seems to be moving forward in spite of the economic downturn. <br />The prudent decision making by the entire council through difficult times. <br />And the construction of the new Library in the Community Center. <br />Special thanks was given to Manager Lotter for his completion of the comprehensive review. <br />Gratitude was expressed to his supporters, and best wishes were extended to incoming <br />Councilmember Paul Jacobsen. <br />'Char Samuelson <br />Councilmember Samuelson reported that the EDC met earlier in the day, the temporary sign <br />ordinance was reviewed and approved of. The View apartments are slightly ahead of schedule; <br />with an estimated opening of summer 2012. Councilmember Samuelson reported that she <br />attended the PREC commission, where a lively discussion took place regarding trails and <br />connectivity issues.
