They <br /> also do some investigation for things like voter fraud and welfare fraud. <br /> Council Member Burg asked Mr. Choi to mention Ramsey County Mental Health Court which is <br /> a Ramsey County model. Mr. Choi noted the Mental Health Court is designed to help someone <br /> coming into the criminal justice system but has mental health issues. They are held accountable <br /> for their crime but are assisted in getting into treatment. <br /> Commissioner Hollimon asked Mr. Choi if Ramsey County would be doing a Veteran's Court <br /> like Washington County. Mr. Choi stated Hennepin County has a Veteran's Court and now <br /> Washington County is starting the same program. Mr. Choi stated he will be watching these <br /> closely to model a program for Ramsey County in 2012 or 2013. <br /> Commissioner Benke asked Mr. Choi what the impact has been on his office with the budget <br /> problems. Mr. Choi stated there has been a lack of funding for public defenders and for judges. <br /> He felt this last legislative session provided good funding. <br /> B. Parking/Traffic for Robin Lane/Palmer Drive <br /> Mr. Grant Wyffels, Director of Public Works, began his presentation by reviewing the Pike Lake <br /> /Brighton Village traffic concerns that were received via petition and reviewed the legislative <br /> history of this issue. Mr. Wyffels reviewed the speed cart data, the traffic count data and the <br /> right turns onto Palmer drive data; none of the warrants were met. Mr. Wyffels proposed No <br /> Parking for both sides of Palmer Drive through the curve. <br /> Mr. Wyffels' presentation ended with the following recommendations: <br /> 1. Do not implement any traffic mitigation strategies as traffic volume and speed data did not <br /> reveal any actionable levels per the City's Comprehensive Plan Traffic Calming Policies <br /> 2. Install no parking signs along Palmer Drive. <br /> 3. Re-stripe/Re-sign Palmer Drive to better channelize traffic before getting to Robin Lane. <br /> 4. Install stop signs at the exits of the Brighton Village Shopping Center onto Palmer Drive. <br /> 5. Double face the signs from both approaching directions to improve crosswalk safety. This <br /> will help delineate the location of the existing crosswalks. <br /> 6. Post 10 mph advisory speed signs for the two 90 degree curves and add appropriate <br /> directional turn arrows on the north and south ends of Robin Lane. <br /> The meeting was opened to persons requesting to speak. Mr. Robert Schwalm, 1248 Highview <br /> Drive, stated he believes there are two main problems: Parking on the street and the stop sign on <br /> 13th St NW not being stopped at. He believes the No Right Turn sign should be put back up. <br /> Mr. Tony Kromrey, 2066 Palmer Drive, is concerned about the crosswalk area at Palmer/Robin <br /> Ln. He would like to see no parking signs on Palmer Drive and inquired why there aren't no <br /> parking signs along the school yard. <br /> Ms. Janet Creaser, 1228 Robin Lane,would like the speed limit dropped on Robin Lane. <br /> Ms. Michele Schicker, 1254 North Court, voiced her concerns regarding various traffic and <br /> pedestrian problems that she has seen. <br />
