Pof Report Number 12-043 <br /> NEWg Agenda Section VI-9 <br /> N Council Meeting Date February, 14,2012 <br /> the city that works for you <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: CONSIDERATION OF QUOTES FOR MAINTENANCE AND REPAIRS ON CITY <br /> WELLS 5 AND 12 <br /> DEPARTMENT HEAD'S APPROVAL: ( 1-► <br /> CITY MANAGER'S APPROVAL: <br /> No comments to supplement this report Comments attached _ <br /> Recommendation: To approve the f 1 mg: 1) Accept the quotation from Bergerson Caswell for the <br /> maintenance work on Well 5 and Well 12. 2)Authorize the expenditure of up to $40,000 for each well. <br /> Legislative History: On August 17, 2011 Maintenance work on New Brighton Well 5 was approved in the <br /> United States Army annual budget at our annual meeting. <br /> Financial Impact: The following quotations were received for the well maintenance work: <br /> Well 5 Well 12 Total Quote <br /> Bergerson Caswell $29,630 $34,810 $64,440 <br /> Keys Well Drilling $31,420 $40,520 $71,940 <br /> E.H. Renner&Sons $39,673 $46,587 $86,260 <br /> The quotations are based on estimated work and unit prices for parts that may be required. The actual cost <br /> typically runs between$30,000 and$40,000 per well. If unexpected major parts need to be replaced or if the well <br /> needs to be cleaned of sand the cost would be higher. Staff recommends that Council authorize the total <br /> expenditure of up to $40,000 for each well, and if any of the final cost exceeds $40,000 we will report back to the <br /> Council for further authorization. All of the above contractors have preformed satisfactorily on past City work <br /> and staff recommends that maintenance work for both Well 5 and Well 12 be awarded to Bergerson Caswell. <br /> Explanation: The purpose of this item is to obtain Council authorization to proceed with routine maintenance <br /> and repair work on Well 5 and Well 12. The majority of the work will be routine maintenance consisting of <br /> pulling the well pump, inspecting it, replacing worn and corroded parts and reinstalling the pumps. We perform <br /> maintenance on wells at least once every ten years or every one billion gallons pumped,whichever is first. <br /> The City has twelve wells. One well pumps water to irrigate the golf course and the other wells pump water for <br /> municipal drinking water. Six wells [Wells 3, 4, 5, 6, 14, & 15] are part of the off site Twin Cities Army <br /> Ammunition Plant (TCAAP) groundwater remediation system. Four wells [Wells 8, 10, 11 & 12] are City <br /> backup wells used when Treatment Plant 1 is down for maintenance or during high water demand days. Well 9 is <br /> an emergency well used only when backup Well 8 is offline and water demand is not being met. The Army pays <br /> for the servicing of the six wells part of TCAAP groundwater remediation system and New Brighton pays for the . <br /> servicing of the other wells. <br /> Well 5 is located at 3001 5th Street NW and has produced 960 million gallons since it was last serviced in April of <br /> 2005. Well 5 is part of the off site Twin Cities Army Ammunition Plant (TCAAP) groundwater remediation <br /> system. <br /> Well 12 is located at 2400 Mississippi Street and has produced 91 million gallons since it was last serviced in <br /> March of 2002. Well 12 is one of the City's backup wells. <br />
