January 24, 20 <br />Currendy each business and/or lot is pemutted to display two temporaty signs per calendar year, not to exceed <br />32 square feet in size. These signs must be located on private property, and can be fieestanding or mounted to <br />the building. Atemporary sign permit is required to track compliance with these rules. The Planning <br />Commission held several work sessions and examined the use of temporary signs and how other <br />communities handle these types of signs. The Planning Commission also offered the Economic <br />Development Commission the chance to review the issues and provide comment. <br />The Planning Commission is recommending the following changes: <br />• Allow 4 permits per year rather than 2 <br />• Alter the display time from 30 days to 14 days <br />• Cut the permit fee in half <br />• Allow one sandwich board sign to be used and displayed by every business all day every <br />day <br />• Provide a definition of sandwich board sign (36'x 24') <br />• Exempt grand openings and going out of business sales from the temporary sip permit <br />piss <br />• Allow permits to be issued back to back if desired by the business <br />Staff recommends the City Council adopt the Ordinance provided, outlining amendments to the temporary <br />sign Hiles outlined in Section 9-046. <br />Coundimember Burg questioned ifthe sign currently being used at Brightwood Hills Golf Course would be <br />considered a sandwich board sign City Planner Gundlach stated it would not fit the definition of sandwich <br />board <br />Councilmember Samuelson expressed concern with the possibility oftoo many signs, especially along <br />Old Highway & City Planner Gundlachnoted the Planning Commission shared that concern; with the <br />'expectation that the sandwich board will provide unifomrity and order. <br />Mayor Jacobsen questioned whether local businesses support the changes. Planner Gundlach reported the <br />Economic Development Commission reviewed the ordinance, and were in favor ofthe changes. <br />Cormcilmember Jacobsen questioned the enforcement process. City Planner Gundlach reported that initially <br />staffwill take time to educate local businesses regarding the requirements <br />Councilmember Samuelson questioned whether the ordinance will address dilapidated signs. Planner <br />Gundlach stated that enforcement will involve all signs. <br />Mayor Jacobsen stated he supports the education process. Councilmember Jacobsen thanked the Planning <br />Commission and City Staff for the effort in drafting the ordinance. <br />Motion By Councilmember Jacobsen, seconded by Councilmember Burg to adopt the zoning <br />code amendment related to temporary signs as written. <br />4 Ayes, 0 Nays - Motion Carried <br />Commission Liaison Reports, Announcements and Updates <br />Dean Lotter <br />City Manager Lotter reported the City has hired WSB Engineering to look at mitigation for <br />areas affected by the July 16, 2011 rain event. <br />Neighborhood Meetings are scheduled for February 2, 9, 16 and 23`d at 6:30 pm.
